Araghchi: Israeli Attacks Constitute a Declaration of War Against Iran
WANA (Jun 13) – Iran’s Foreign Minister, Seyed Abbas Araghchi, in a letter to the United Nations, stated: “Israel, the world’s most terrorist regime, has now crossed all red lines, and the international community must not allow these crimes to go unpunished. The Security Council and the Secretary-General must unequivocally condemn and act on this immediately.”
Following Israel’s military aggression on several sites in Iran—including military facilities, nuclear installations, and residential buildings—that resulted in the killing and injury of military commanders, university professors, and innocent Iranian women and children, Iran’s Foreign Minister described this assault as a de facto declaration of war against the Islamic Republic of Iran. In his letter addressed to the President of the Security Council and the UN Secretary-General, he called for an urgent response by the Council.
Israel has deliberately escalated a crisis
In his letter, Araghchi wrote: “I write to you with utmost urgency and grave concern regarding the unlawful and aggressive actions of the Israeli regime against the Islamic Republic of Iran. In a blatant violation of the UN Charter and the most fundamental norms of international law, Israel has deliberately escalated a crisis and launched a series of coordinated military attacks against Iranian cities, peaceful nuclear installations, military commanders, and ordinary civilians. Among the targets was the Natanz nuclear facility—one of Iran’s primary nuclear sites operating under full IAEA safeguards and supervision.”

Israel’s actions amount to state terrorism
Araghchi added: “This reckless assault not only endangered the lives of Iranian civilians but also posed the risk of a radiological catastrophe, thereby threatening regional and international peace and security. Any deliberate military attack on safeguarded nuclear facilities is a grave breach of international law. This dangerous aggression further undermines the global non-proliferation regime and the integrity of the IAEA’s mandate. Simultaneously, targeted assassinations of senior military commanders and Iranian scientists in Tehran have been carried out. These premeditated acts are clear examples of state terrorism. The responsibility for these heinous crimes, publicly and arrogantly claimed by the Israeli Prime Minister himself, constitutes an open admission of responsibility for the attacks.”
He continued: “These egregious actions not only represent a serious violation of Iran’s sovereignty and territorial integrity as a sovereign member of the United Nations, but under international law and international humanitarian law—including the Geneva Conventions—they also constitute acts of aggression and war crimes. Most importantly, these horrific attacks are a blatant violation of Article 2(4) of the UN Charter, which explicitly prohibits the threat or use of force against the territorial integrity or political independence of any state. These coordinated attacks amount to a declaration of war against the Islamic Republic of Iran and form part of Israel’s illegal and destabilizing behavior in the region, posing a serious threat to international peace and security.”
Israel has crossed all red lines
Araghchi further wrote: “Israel, the world’s most terrorist regime, has now crossed all red lines. The international community must not allow such crimes to go unpunished. The Security Council and the Secretary-General must condemn these acts clearly and urgently and take action. This is not merely a military strike against a single nation—it is a direct assault on the very principles underpinning the international legal order. Failure to hold the aggressor accountable only emboldens it, rewards impunity, and plunges an already fragile region deeper into chaos. The Islamic Republic of Iran reaffirms its inherent right to self-defense under Article 51 of the UN Charter and will respond decisively and proportionately to these cowardly and unlawful acts.”
