Araghchi’s Letter to International Organizations and Foreign Ministers Worldwide
WANA (Mar 02) – The Minister of Foreign Affairs of the Islamic Republic of Iran has written to international organisations and foreign ministers around the world regarding attacks committed by the United States and the Israeli regime against the Iranian people.
Seyed Abbas Araghchi, Iran’s Minister of Foreign Affairs, in a letter addressed to Antonio Guterres, Secretary-General of the United Nations—which was also copied to the UN High Commissioner for Human Rights and foreign ministers worldwide—outlined Iran’s position on war crimes and crimes against humanity committed by the U.S. and the Israeli regime during their military aggression against Iran.

I wish to bring to your attention the latest war crimes and crimes against humanity committed by the United States and the Israeli regime against innocent civilians in Iran, which constitute clear violations of the principles and rules of international law, international humanitarian law, and human rights.
Since the beginning of the new, unjustified, and unprovoked aggression by the United States and the Israeli regime against the sovereignty and territorial integrity of the Islamic Republic of Iran on February 28, 2026, multiple military attacks have been carried out against civilian targets, including schools, hospitals, and emergency response facilities and personnel.
These attacks have resulted in the martyrdom of dozens of innocent civilians, including women and children, and the injury of many more. These acts clearly constitute war crimes and crimes against humanity and require immediate action by the United Nations to stop these crimes and hold the perpetrators accountable.
On the first day of the aggression, the deliberate and reckless destruction of an elementary school in Minab, a small city in Hormozgan Province, led to the martyrdom of 165 innocent female students, whose bodies were recovered hours later from under the rubble.
Similar attacks on the same day in other cities, including East Tehran and Abyek in Qazvin Province, resulted in the deaths of several other students. This series of widespread and systematic attacks against the civilian population fully qualifies these actions as crimes against humanity.
On March 1, 2026, the buildings of the Red Crescent, Gandhi, Motahari, and Khatam-al-Anbiya Hospitals in Tehran, Abuzar Hospital in Ahvaz, and three emergency bases in Sarab, Chabahar, and Hamedan, along with several residential buildings in northern Tehran, were targeted.
The following morning, March 2, 2026, missiles were fired at a densely populated residential area in Sanandaj, Kurdistan Province, in western Iran. The precise number of casualties from these attacks is under review.
Beyond the long list of war crimes and crimes against humanity committed by the U.S. and Israeli regime against the Iranian nation, the deliberate targeting of civilian sites—especially schools, emergency facilities, and residential areas—constitutes a flagrant violation of the fundamental principles of international humanitarian law and a blatant disregard for the most basic human considerations regarding the right to life of civilians.
Given the ongoing crimes committed during this brutal and aggressive action by the United States and the Israeli regime, the Islamic Republic of Iran firmly calls on the UN Secretary-General, the Security Council, and other relevant international bodies to take immediate, tangible, and effective measures to condemn these heinous attacks, prevent further crimes, and assist in the prosecution of the perpetrators.
