WANA (Jun 21) – Ahead of a four-party meeting involving Iran, the United States, Qatar, and Pakistan in Switzerland, Iran’s Foreign Ministry spokesperson Esmaeil Baghaei said the main objective of Sunday’s talks is to assess Washington’s compliance with commitments outlined in the June 18 memorandum of understanding and to follow up on the implementation of its provisions.

 

Speaking to reporters, Baghaei said the Iranian delegation, which arrived in Switzerland late Saturday, is scheduled to hold a full day of meetings. The morning session will consist of separate bilateral consultations with Qatari and Pakistani representatives, who are serving as mediators in the process. A four-party meeting involving Iran, the United States, Qatar, and Pakistan will then take place in the afternoon.

 

Baghaei stressed that implementing an agreement is more important than signing it, noting that Tehran began monitoring and pursuing the execution of the memorandum immediately after it was signed on June 18.

“This meeting reflects Iran’s determination to ensure that the other side fulfills its commitments,” he said. “Iran never intended merely to sign a document and assume that it would automatically be implemented. Our previous experiences remain very much in mind.”

 

The spokesperson pointed to Article 13 of the memorandum, which states that negotiations toward a final agreement can only begin once five specified conditions have been met. Chief among them is the first clause, which calls for a halt to military operations on all fronts, including Lebanon.

 

“We know that this provision has not been implemented,” Baghaei said. “The United States has either been unable or unwilling to ensure its implementation, while the Israeli regime continues to violate its commitments. This issue will be one of the central topics of today’s discussions.”

 

He added that other provisions of the memorandum also require practical follow-up, including granting Iran access to its frozen or restricted assets and issuing the necessary authorizations for Iranian oil exports.

“These issues were under discussion even during negotiations over the memorandum itself,” he said. “What matters now is seeing tangible and effective implementation.”

 

Baghaei also confirmed that, unlike some previous rounds of indirect talks, representatives of all four parties will be present in the same room during the afternoon session. At the same time, message exchanges through mediators will continue as needed throughout the process.

 

According to Baghaei, the Iranian delegation’s primary goal is to verify the implementation of the other side’s commitments and ensure that the necessary preconditions for launching negotiations on a final agreement are in place.
