Baghaei: Negotiations Incompatible with Threats and War
WANA (Apr 06) – Iran’s Foreign Ministry spokesperson announced that Tehran has finalized its response to proposals conveyed by mediators, stating that details will be disclosed at an appropriate time. He also described U.S. proposals as “unacceptable” and emphasized that national defense remains the top priority under current conditions.
38 Days of War and Criticism of Attacks on Civilian Targets
Esmaeil Baghaei, spokesperson for Iran’s Ministry of Foreign Affairs, said in a press conference on Monday that 38 days have passed since the start of the conflict, which he described as having begun “in the middle of a diplomatic process.” He claimed that extensive attacks have targeted civilian infrastructure during this period.
He referred to the killing of several children in Qom and attacks on academic institutions, including Sharif University of Technology and Shahid Beheshti University, describing these actions as indicative of “hostility toward Iran’s scientific progress.”
Baghaei added that Iran’s diplomatic apparatus has been actively engaged throughout this period, with continuous media outreach and international consultations beyond weekly briefings.
Distrust Toward the U.S. and Emphasis on Legal Frameworks
In response to a question about the possibility of continued diplomacy with the United States, Baghaei said Washington has “left no credibility for diplomacy,” citing a long history of violating international commitments.
He stressed that decisions regarding war and peace in Iran are made according to constitutional mechanisms, and that the current priority is “defending the country.” He added that while military forces are carrying out their duties, other institutions must act accordingly.
Iran’s Response to Proposals Based on National Interests
Addressing reports about potential plans to end the war, Baghaei confirmed that a “15-point proposal” from the United States had been relayed through intermediaries, including Pakistan. However, he described the proposal as “excessive and unreasonable.”
He stated that Iran has independently formulated its own set of demands based on national interests, and that its response has already been prepared. While communication through intermediaries continues, he emphasized that “negotiation under pressure, threats, or military action is meaningless.”
Threats Described as “War Crimes”
Baghaei described threats by U.S. officials against Iran’s infrastructure as constituting “war crimes,” stating that such actions are prosecutable under international law.
He added that any country involved in such actions would be held accountable in international or national courts.

Isfahan Operation and Possible “Deception Scenario”
Regarding a recent operation in Isfahan province, Baghaei said the possibility that it aimed to seize enriched nuclear material “cannot be ruled out,” but ultimately described the operation as a failure.
He also praised local residents for their role in confronting the incident, calling it a sign of “increased domestic resilience.”
Criticism of IAEA Leadership
Baghaei criticized recent statements by the Director General of the International Atomic Energy Agency, calling them “beyond technical responsibilities” and aligned with “justifying attacks.”
He emphasized that IAEA reports have never indicated any deviation in Iran’s nuclear program from peaceful purposes.
Denial of Claims Regarding Qassem Soleimani’s Family
The spokesperson rejected claims that individuals linked to the family of Qassem Soleimani had been expelled from the United States, stating that the family has no relatives abroad and that the case likely involved “name similarity.”
Emphasis on Domestic Unity
Baghaei dismissed reports of internal divisions, stating that all branches of governance are unified in their stance on the war. He described such claims as part of “psychological warfare.”
Talks with Oman on Strait of Hormuz
He confirmed that Iran and Oman held talks at the deputy foreign minister level to establish a framework for safe maritime passage through the Strait of Hormuz.
Despite the ongoing conflict, he said Iran remains committed to maintaining security in this strategic waterway.

Strait of Hormuz: Is Iran Ending the American Empire?
WANA (Apr 06) – Fifty years after the Suez Crisis marked the decline of two European empires, the world is now witnessing the emergence of a new order in the Persian Gulf—one in which Tehran, by leveraging the “power of the strait,” has become a dominant player in global energy dynamics. According to international […]
Regional and International Support
Baghaei pointed to public support for Iran in neighboring countries and even in parts of the West, describing it as evidence of “global opposition to the war.” He said such support could help prevent further escalation.
Documentation of “War Crimes”
He stated that Iran’s Foreign Ministry is documenting attacks on schools, hospitals, and other infrastructure as part of potential legal action at the international level.
Warning About “False Flag Operations”
Baghaei warned about the possibility of “false flag operations” in Europe, claiming such actions have occurred previously and could happen again.
Utilizing All Capacities in Foreign Policy
Responding to domestic debates over ceasefire proposals, he said the Foreign Ministry considers various perspectives but that official positions are only communicated through formal channels.
Future of Regional Relations and Role of the U.S.
He argued that “the United States does not belong to this region” and described its military presence as a source of instability. He urged regional countries to avoid facilitating military actions against Iran.
Rejection of Ceasefire Without Guarantees
Baghaei stated that a ceasefire without guarantees could allow adversaries to regroup, emphasizing that any end to the war must ensure it does not recur.
Post-War Outlook
Concluding his remarks, he said the outcome of the conflict could lead to a “regionally driven security order based on cooperation,” provided that regional states move toward collective engagement.
