WANA (Jun 22) – Iranian Foreign Ministry spokesperson Esmaeil Baghaei said the principle governing the implementation of the war-termination memorandum would be “commitment for commitment,” adding that Iran would use all available leverage to ensure the other side fulfills its obligations.

 

In a post on X, Baghaei outlined the results of the negotiations held in Switzerland on Sunday with the mediation of Pakistan and Qatar.

 

He said the Iranian delegation was returning home after intensive talks on the implementation of the provisions of the June 18, 2026 memorandum on ending the war.

 

According to Baghaei, the discussions focused on Clauses 1, 5, 10 and 11 of the memorandum and began on Sunday morning, June 21, at Lake Lucerne, Switzerland, continuing until the early hours of Monday, June 22.

 

He noted that, under a joint statement issued by the mediating countries, Qatar and Pakistan, and drafted in consultation with Iran and the United States, implementation mechanisms were established to monitor compliance with the memorandum. He added that expert-level and technical talks would continue to facilitate the effective implementation of the agreement ending the imposed war.

 

Baghaei said that, under Clause 13 of the memorandum, the start of negotiations on a final agreement is contingent upon the commencement and continuation of the implementation of Clauses 1, 4, 5, 10 and 11.

 

He added that the understandings reached during the Swiss meeting—particularly those related to Clause 1 on ending the war and Israeli military operations in Lebanon through the creation of a conflict-control mechanism involving the parties and the Lebanese Republic, as well as Clauses 10 and 11 concerning Iran’s oil and petrochemical exports and the release of Iran’s frozen assets—would facilitate the process of implementing reciprocal commitments.

 

He stressed that the basis of the process was “commitment for commitment” and said the Islamic Republic of Iran would closely monitor the implementation of the other side’s obligations while using all available instruments to ensure those commitments are carried out.
