WANA (Oct 20) – Iran’s Foreign Ministry spokesperson, Esmail Baghaei, emphasized the importance of the recent Non-Aligned Movement (NAM) ministerial meeting, saying: “The Movement’s position in rejecting the activation of the so-called ‘snapback mechanism’ goes beyond a mere political stance; it reflects the global community’s opposition to unilateralism and the abuse of international institutions.”

 

Continued Violations of the Gaza Ceasefire 

Referring to recent regional developments, Baghaei said: “Despite the recent truce agreement in Gaza, over 80 violations by the Israeli regime have been reported, resulting in more than 300 martyrs and dozens of injuries among the people of Gaza.”

 

He added: “The Israeli regime has neither honored its own promises nor have the ceasefire guarantors — including the United States — fulfilled their responsibilities. The continued closure of crossings and failure to deliver promised humanitarian aid demonstrate the regime’s inhumane policies.”

 

 

NAM’s Strong Support for Iran’s Position

Commenting on the NAM ministerial resolutions, Baghaei stated: “The Non-Aligned Movement expressed its strong support for the position of the Islamic Republic of Iran in opposing the illegal attempt by the United States and three European countries to reinstate the revoked UN Security Council resolutions.”

 

He stressed: “This stance is not just a political message — it reflects the international community’s concern over Western powers’ attempts to exploit international bodies and undermine the rule of law in global affairs.”

 

Iran Calls for Dialogue Between Pakistan and Afghanistan

Regarding recent clashes between Pakistan and Afghanistan, Baghaei said: “The Islamic Republic of Iran has always emphasized stability and security in its neighborhood and has called on both countries to resolve their differences through dialogue.”

 

He welcomed the recent ceasefire agreement between the two countries, expressing hope that it would lead to reduced tensions and sustained talks.

 

 

Official End of Resolution 2231 

Explaining Iran’s position on Resolution 2231, Baghaei said: “Based on extensive diplomatic efforts in recent months and the clear opposition of China and Russia to the move by the three European countries, Resolution 2231 is considered terminated as of October 18 (Mehr 26). The UN Security Council Secretariat must act accordingly.”

 

He added: “The majority of the international community — including over 120 NAM member states — have supported Iran’s position. The responsibility for the legal confusion now facing the Security Council lies with the three European countries, not Iran.”

 

Complete Distrust Toward Israeli Promises

Baghaei continued: “Iran’s stance on Gaza is clear: the killing must stop, the blockade must end, and humanitarian aid must be allowed in unconditionally. However, experience shows that the Israeli regime has never honored its commitments.”

 

He noted: “In Lebanon, more than 5,000 ceasefire violations have been recorded, and in Gaza, over 80 in recent days. The guarantors have also failed to properly fulfill their duties.”

 

 

Iran’s Absence from the Sharm el-Sheikh Summit Due to National Considerations

Answering a question about Iran’s absence from the Sharm el-Sheikh summit, Baghaei said: “The matter was carefully reviewed by the Foreign Ministry and higher authorities, and the final assessment was that Iran’s participation in that summit would not align with the country’s interests and priorities.”

 

Growing Trend of Tehran–Moscow Cooperation

In the final part of the briefing, Baghaei discussed Iran-Russia cooperation: “Relations between the two countries are expanding in all areas, including defense cooperation. The Comprehensive Strategic Partnership Agreement between Iran and Russia has recently entered into force, and military and technical cooperation will continue within that framework.”

 

He emphasized: “With the official termination of Resolution 2231, there are no longer any restrictions on legitimate cooperation between Iran and Russia, and both countries will continue to develop their strategic relations.”

German Chancellor Admits Europe’s Weakness

Baghaei referred to recent remarks by the German Chancellor: “In a recent interview, he admitted that the European Union, even if it wished to, could not play an effective role in Middle Eastern developments.”

 

He added: “This is an open acknowledgment of Europe’s structural inability to play a positive role on the global stage.”

 

According to Baghaei, the Chancellor also cited the EU’s “lack of military instruments” as the reason — which, from Tehran’s perspective, reflects both the lack of will and the necessary capacity for constructive engagement.

 

Europe’s Irresponsible Approach Toward Revoked Resolutions

Baghaei noted: “In attempting to reimpose the revoked Security Council resolutions, we once again witnessed Europe’s irresponsible behavior — a sign of its inability to grasp realities and make accountable decisions on global issues.”

 

Formal Termination of Resolution 2231 Without Affecting Iran’s Core Commitments

Regarding the legal status of Resolution 2231, Baghaei explained: “According to the explicit text of the resolution, it is deemed terminated on October 18.”

He added: “Certain rights recognized for Iran in this resolution — including enrichment and the continuation of peaceful nuclear activities — remain intact. Iran fully complied with its obligations until 2018 and even for a year after the U.S. withdrawal from the JCPOA. The IAEA confirmed this compliance in 15 official reports.”

 

U.S. and European Violations of the JCPOA

Baghaei concluded: “Since 2018, both the United States and the three European JCPOA members have been recognized as violators of the agreement. Nonetheless, the end of Resolution 2231 does not change Iran’s fundamental position: the Islamic Republic remains committed to its pledge not to pursue nuclear weapons.”

 

 

Meeting of Russia’s Special Envoy in Tehran

The spokesperson for Iran’s Foreign Ministry, referring to the visit of Alexander Lavrentiev, Russia’s special envoy for Syrian affairs, to Tehran, said that ongoing contacts and consultations between Iran and Russia continue at various levels.

Baqaei added that Lavrentiev’s meeting with Iranian officials today takes place within the framework of the two countries’ regular consultations on regional and nuclear issues, and that these contacts have no connection with claims regarding mediation between Iran and the United States.

Commenting on reports of U.S. efforts to return to the Bagram Air Base, the Foreign Ministry spokesperson emphasized: “Twenty years of U.S. and NATO presence in Afghanistan brought nothing but insecurity, terrorism, and an increase in drug production.”

 

He added that regional countries, in recent meetings in New York and Moscow, underlined the need to respect Afghanistan’s territorial integrity and opposed the presence of foreign forces.

Baqaei described the action by the three European countries and the United States to claim the reactivation of UN sanctions resolutions against Iran as illegal and without legal basis. “No decision has been made in the UN Security Council to reinstate sanctions against Iran,” he stated.

 

He recalled that Iran, Russia, China, and many other nations have opposed this move, while members of the Non-Aligned Movement and the Group of Friends of the UN Charter have expressed support for Iran’s stance.

 

According to him, the resulting “legal confusion” is a consequence of the actions of the three European countries, which must be held accountable for the outcomes.

The IAEA Must Maintain Its Independence

In response to remarks by the Director General of the International Atomic Energy Agency (IAEA) about Iran’s uranium stockpile, Baqaei said: “The Agency is a technical body responsible for peaceful nuclear activities and must preserve its independence and impartiality from political powers.”

 

He added that Iran expects the IAEA’s decisions and reports to remain immune from political pressure by the U.S. and some European countries.

 

 

Coordination Between the Foreign Ministry and Parliament

Regarding the Foreign Minister’s attendance at the Parliament’s National Security Committee, the spokesperson said this step was taken in the context of accountability and coordination between the diplomatic apparatus and the Islamic Consultative Assembly.

 

Baqaei added that one of the main duties of the Foreign Ministry is to create consensus and coordination among different branches of government to facilitate the implementation of foreign policy processes.

 

The Importance of Parliamentary Diplomacy

Referring to Iran’s active role in Inter-Parliamentary Union (IPU) meetings, Baqaei stated: “Parliamentary diplomacy holds a special place for Iran, and in today’s global circumstances, parliaments can play an effective role in strengthening multilateralism and countering unilateralism.”

In response to a question about relations with India, Baqaei emphasized: “India is a very important country, and Iran is determined to expand its relations with it in all areas.”

 

He noted that the absence of India’s name in some recent statements does not indicate its insignificance, and that Iran enjoys longstanding and valuable relations with New Delhi.

In response to a question about Egypt’s role in mediating between Iran and the United States, the spokesperson said: “Contacts through certain intermediaries, including Egypt, are ongoing, but these contacts do not signify the start of formal negotiations.”

 

He added that discussions between Iran and Egypt have mainly focused on developments in Gaza and the need to end the crimes of the Zionist regime.

Regarding the upcoming Second Provincial Diplomacy Conference, Baqaei said: “This initiative is being pursued in coordination with various executive and economic bodies, aiming to connect provincial governors, ambassadors, and economic actors to strengthen regional cooperation and facilitate trade activities.”

 

Non-Aligned Movement’s Support for Iran’s Positions

In the final part of the briefing, the Foreign Ministry spokesperson referred to the outcomes of the Foreign Minister’s trip to Uganda, saying: “At the 19th Mid-Term Conference of the Non-Aligned Movement, member states condemned the military aggression of the Zionist regime and the United States against Iran and expressed support for the positions of Tehran, Moscow, and Beijing in rejecting the claim of sanctions reinstatement.”

 

Baqaei expressed hope that NAM member states would also uphold these positions in practice in support of Iran.

Iran’s Foreign Ministry spokesperson emphasized that the domestic narrative regarding how the “snapback” mechanism was incorporated into the Joint Comprehensive Plan of Action (JCPOA) is accurate, noting that the mechanism was designed as a means to build trust and understanding between Iran and its counterparts.

 

In today’s press conference, Esmaeil Baqaei stated that what came to be known as the “snapback” was a solution developed to overcome mutual distrust during the final days of the JCPOA negotiations. He added that from the beginning, Iran insisted on preserving its nuclear infrastructure and rejected any notion of “zero enrichment,” while the UN Security Council resolutions at the time demanded a complete halt to enrichment.

 

The spokesperson underlined that the other parties sought a mechanism to ensure Iran’s compliance, which ultimately led to the inclusion of the snapback clause. However, he stressed, “Iran has never violated its JCPOA commitments, and what we are witnessing today is the misuse of the dispute-resolution mechanism.”

In response to the Israeli regime’s claim about disarming Hezbollah, the Foreign Ministry spokesperson said: “These allegations are part of Israel’s habitual excuses to evade its own obligations.”

 

He added that, according to resistance groups, “the issue of resistance weapons is a matter for the Palestinians themselves to decide,” and that raising such topics by Israel and its Western allies is an attempt to pave the way for repeating past violations.

In response to a question about the promised issuance of work visas for Afghan nationals, Baqaei said that a set of measures is being implemented to better regulate the presence of foreign nationals in Iran.

Iran Considering Participation in Egypt Conference on Gaza

Regarding Iran’s possible participation in the upcoming Gaza reconstruction conference in Egypt, Baqaei said: “We have not yet reached a final decision on this matter.”

 

He stressed that Iran has consistently called for an end to the genocide in Gaza and reiterated that “Tehran will do whatever it can to support the Palestinian people.”

Responding to claims by Steve Witkoff about receiving a message from Iran, Baqaei said: “Indirect contacts through intermediaries between Iran and the other parties are ongoing; however, the necessary conditions for launching official and serious negotiations have not yet been met.”

Iran’s Nuclear Issue Is Not an International Dispute

Referring to positions taken by certain countries regarding Iran’s nuclear program, the spokesperson said: “Iran’s nuclear issue is by no means an international dispute. It was placed on the UN agenda only due to U.S. pressure, the insistence of the three European countries, and incitement by the Zionist regime.”

 

He added that “the peaceful use of nuclear energy is an inherent right stemming from Iran’s membership in the Non-Proliferation Treaty (NPT) and requires no one’s approval.”

 

Baqaei stressed that “dialogue with the West is not off the table—provided that the other parties are ready for a rational discussion that respects Iran’s legitimate rights and interests.”

In response to the recent incident of police violence against a Black woman in the United States, Baqaei said: “Racism is an institutionalized and undeniable reality at various levels of governance in the U.S.”

 

He continued: “We do not intend to interfere in the internal affairs of other countries, but we expect the U.S., as a signatory to international human rights conventions, to be held accountable for such cases.”

 

Recalling the George Floyd incident, the spokesperson said: “These acts are a blatant violation of human rights, and the U.S. government must take serious action to prevent the recurrence of such tragedies.”
