Baghaei: U.S. Talk Rumors Are Psychological Warfare
WANA (Aug 07) – Iran’s Foreign Ministry Spokesperson denies any scheduled negotiations with the U.S., calls recent rumors part of “psychological warfare.”
“Esmail Baghaei,” spokesperson for the Ministry of Foreign Affairs of the Islamic Republic of Iran, in a radio interview, elaborated on the latest positions of Iran’s diplomatic apparatus regarding recent developments, including negotiations with the United States, China’s role, cooperation with the International Atomic Energy Agency (IAEA), and the snapback mechanism.
Baghaei, referring to the rumors circulating about Iran-U.S. talks, denied any scheduling of time or place for such negotiations. In response to a question about the reported mediation by a country other than Oman for indirect talks between Iran and the U.S., he expressed ignorance about the source of such news and stated:
“In the past three or four weeks, fake and fabricated news has repeatedly been published, and its inaccuracy has been proven many times. Part of this news aims to stir unrest.”
He pointed to examples of such false news, like the evacuation of foreign embassies in Tehran, and added: “All of these were proven baseless. Therefore, we all must be cautious with the news we hear and refrain from spreading reports that have no foundation and whose irrationality becomes evident with a bit of reflection, because such dissemination causes public unrest and disturbs citizens’ minds.”
Message Exchanges with the U.S.
Regarding message exchanges with the U.S., Baghaei stated: “A defined diplomatic channel has always existed via the interests sections of the two countries (the Swiss embassy in Tehran and the Pakistani embassy in Washington). Besides this, it is natural that intermediaries at various times transmit messages, and this is not unusual.”

Appointment of Larijani Is in Line with National Interests
In another part of the interview, Baghaei considered the appointment of Ali Larijani as Secretary of the Supreme National Security Council a decision aligned with the country’s interests, stating: “We believe that any decision made by the system’s pillars is certainly in accordance with the nation’s welfare and interests.”
Referring to Araghchi’s congratulatory message, Baghaei described Larijani as an “erudite, highly experienced, and tested figure of the country” and “respected,” expressing hope that his presence would contribute to advancing national goals and securing national security.
China’s Role in the Region Is Natural and Positive
In response to a question regarding China’s increased diplomatic activity to resolve regional issues, Baghaei described China as an influential power in international and regional developments, adding: “China has clear interests in peace and stability in West Asia. It is natural for China to want to play its role in these developments.”
He recalled China’s role as a permanent member of the UN Security Council and stated: “China’s effective presence in the JCPOA negotiations and successful mediation between Iran and Saudi Arabia—and overall Beijing’s efforts to reduce regional tensions—are positive developments.”

When asked whether something “extraordinary” had occurred regarding China’s role, Baghaei responded: “Using the term ‘extraordinary’ is not quite appropriate in diplomatic language. Positive roles by countries that have gained regional standing and credibility over the years are not extraordinary. This is a continuation of an existing trend and not something fundamentally different.”
We Object to the Political Behavior of the IAEA
Referring to Iran’s position on the IAEA following the recent war, Baghaei emphasized: “We are deeply dissatisfied with and object to the Agency’s conduct. Western countries—specifically the three European states and the U.S.—have misused this international body to pressure Iran and divert from realities.”
He added: “The recent IAEA report was based on a resolution issued by those same countries, asking the Agency to provide a so-called comprehensive report.”
Baghaei noted that the report and its resulting resolution served as a pretext for an attack by the Israeli regime, stating: “The report contained false elements, and the resolution even went beyond the report’s content, falsely attributing matters to Iran.”
Nonetheless, he stressed: “Iran remains a member of the NPT and committed to its obligations.”

He also announced the upcoming visit of an IAEA delegation to Iran, clarifying: “This visit is not for inspections but for discussions to draft a new framework for interactions under these unprecedented circumstances.”
Baghaei explained: “The attack on peaceful, IAEA-monitored nuclear facilities of a country represents an unprecedented situation, requiring the formulation of new protocols based on real conditions on the ground and the resolution of the Islamic Consultative Assembly (Iran’s Parliament).”
Europe Has No Right to Use the Snapback Mechanism
Baghaei also addressed the “snapback mechanism,” calling foreign media’s attempts to incite anxiety about it part of the enemy’s psychological warfare.
Explaining the mechanism, he said: “The basis of the snapback is that if one party fails to fulfill its commitments, the other can suspend its own. Iran’s reduction of its commitments was a completely legal reaction under the JCPOA to the illegal U.S. withdrawal and the European parties’ failure to meet their obligations.”
He emphasized: “The European parties and the U.S. have no right to use this mechanism. The U.S. illegally exited the JCPOA, and the European parties also refused to fulfill their obligations and didn’t even condemn the recent attack, which was a violation of Resolution 2231. By these actions, they have effectively exited the JCPOA themselves and have no right to benefit from its provisions.”

Warning Neighbors Against Enemy Exploitation
When asked about the role of some neighboring countries in the recent war, Baghaei emphasized the need for vigilance in neighborly relations.
He stated: “The Zionist regime constantly tries to damage Iran’s relations with its neighbors. The concerns conveyed to neighboring countries are not accusations but rather a form of alertness, urging them to ensure the regime does not use their territory to harm Iran’s national security.”
Referring to international law’s absolute prohibition of using a country’s territory for hostile actions against another, he said: “Iran has been in communication and consultation with all its neighbors in this regard.”
