Four Caspian Navies Sign Strategic Cooperation Deal
WANA (Oct 08) – The naval commanders of Iran, Russia, Kazakhstan, and Azerbaijan concluded the Caspian Sea Naval Commanders’ summit with the signing of a comprehensive strategic cooperation agreement for the Caspian Sea.
The agreement was signed on Wednesday by the heads of the naval forces of the Islamic Republic of Iran, the Russian Federation, Kazakhstan, and Azerbaijan.
Iranian Navy Commander Rear Admiral Shahram Irani, representing Iran at the summit in Saint Petersburg, signed the document on behalf of his country. The agreement reflects the commitment of Caspian littoral states to strengthen comprehensive relations, particularly in ensuring sustainable security across the region.
According to the terms of the agreement, no foreign or extra-regional power will be allowed to interfere in the internal affairs of the Caspian Sea. The naval commanders emphasized that the Caspian Sea belongs solely to its littoral states and that security and related matters will be determined exclusively by these countries.

Rear Admiral Irani arrived in Saint Petersburg on Sunday evening, welcomed by the deputy commander of the Russian Navy and the Iranian ambassador. On Monday, he visited two naval museums in the city.
On Tuesday, he delivered remarks at the Caspian Sea Naval Commanders’ summit. His program also included meetings and discussions with the naval commanders of Russia, Azerbaijan, and Kazakhstan.
During the continuation of his visit, Rear Admiral Irani is scheduled to meet with the commander of the Russian Navy and visit several naval bases in the Gulf of Finland.
