Ghalibaf: Snapback Sanctions ‘Illegal’, Warns of Retaliation
WANA (Sep 28) – In his pre-agenda speech during today’s open session of the Islamic Consultative Assembly, Mohammad Bagher Ghalibaf, Speaker of the Iranian Parliament, referred to the activation of the “snapback” mechanism and declared it illegal from the viewpoint of the Islamic Republic of Iran.
“The Islamic Republic of Iran considers the implementation of the snapback mechanism and the reinstatement of UN sanctions to be illegal,” Ghalibaf stated. He emphasised that, given Russia and China—two permanent members of the UN Security Council—have explicitly rejected the mechanism in official statements and public stances, no country is obliged to adhere to the reinstated sanctions.
“Accordingly, Iran does not consider itself bound to comply with these illegal resolutions, including any suspension of enrichment activities,” Ghalibaf continued, asserting that Iran’s right to enrichment is still affirmed under international law.
The Speaker further noted that: “It has already been stated that the sanctions outlined in this resolution are insignificant compared to the unilateral sanctions imposed by the United States. Moreover, due to the illegality of the snapback mechanism and the opposition of Russia and China, the implementation of such resolutions at the United Nations faces serious legal obstacles.”

Iran Will Respond Seriously to Any Actions Based on Snapback Resolutions
Ghalibaf issued a stern warning: “We declare clearly: If any country acts against Iran based on these illegal resolutions, they will face a serious and reciprocal response from Iran. The three European countries behind this unlawful action will also witness our reaction.”
Iran Utilised All Diplomatic Channels in Line With National Interests
He stressed that Iran made extensive diplomatic efforts to resolve or delay the matter within the framework of national interests: “The people should know that Iran used all forms of diplomacy to resolve or postpone the issue— the Cairo Agreement was only one such effort. I urge the Secretariat of the Supreme National Security Council and the Ministry of Foreign Affairs to explain the details of our follow-ups, agreements, and the other side’s breaches of commitment to the public.”
Ghalibaf accused Western powers of using diplomacy as a tool for disarmament under the guise of negotiation: “Insistence on unlawfully activating the snapback mechanism, despite Iran’s flexibility, confirms several facts. First, for the West, ‘negotiation’ simply means deception and pressure aimed at disarming Iran’s missile capability. Their only condition for a six-month extension of the snapback was Iran’s agreement to negotiate with the U.S. and grant further access to the IAEA. The U.S. even made limiting Iran’s missile range a precondition for any engagement.”
“Isn’t this nothing more than a well-coordinated plan, hidden behind sweet words, to weaken Iran’s missile power?”

National Strength Is the Sole Guarantee of Iran’s Security
Ghalibaf emphasised: “This once again proves that the only real guarantor of Iran’s national interests and security is strength—plain and simple.” “Diplomacy, as a tool for defending national rights, has never and will never be closed in the Islamic Republic. But today it is clearer than ever that diplomacy without power is nothing more than a means of applying pressure.”
He also criticised efforts to depict the snapback mechanism as a prelude to war: “Some seek to portray the implementation of the snapback as a precursor to war. But our people have seen that the Zionist regime and the dishonourable U.S. president never needed legal excuses for their aggression, neither when they attacked us during negotiations, nor when they bombarded Syria, Qatar, and Lebanon. Legal logic was never a consideration.”
Only Strength Deters the Enemy
He added: “If Israel has not attacked us so far, it is not because the snapback wasn’t activated, but because they know another attack would bring them a worse defeat than the last war.” “The only real deterrent is strengthening our defense capabilities and maintaining national unity.”
Focus Should Be on Economy and National Unity
Ghalibaf concluded this part of his speech by stating: “What matters most now is how we face the challenges ahead. While many duties lie on our shoulders as officials, two areas require our focused attention: addressing people’s economic hardships and essential needs, and preserving national unity in the face of the enemy.”

“Seyed Hassan Nasrallah repelled enemies of the Lebanese people through faith in divine traditions, belief in the people’s power, and unmatched wisdom, courage, and strategy.”
He emphasised that the ideology Nasrallah laid down in Lebanon has followers worldwide: “They targeted his body, but his thoughts have spread across the world. His legacy lives in the hearts of young freedom-seekers, who are now the torchbearers of resistance.” “These youth, devoted to the cause of Palestinian freedom, will—God willing—reshape history against the will of global oppressors.”
