WANA (Apr 27) – The Director General of the International Atomic Energy Agency stated that the era of global consensus against Iran in the United Nations Security Council has come to an end and is unlikely to return anytime soon.

 

According to international sources, Rafael Grossi, Director General of the International Atomic Energy Agency and a candidate for the position of UN Secretary-General, spoke on Monday at the Council on Foreign Relations think tank about recent changes in the global balance of power and their implications for Iran’s nuclear file.

 

Referring to the historical pattern of passing resolutions against Iran in the UN Security Council, he noted that until around 2016 or 2017, such resolutions were typically adopted with full consensus among major world powers and without serious disagreements. However, this situation has now changed.

 

Grossi emphasized that the period of unity among major powers against Iran is over, and there is no foreseeable prospect of its return in the near future. He described this shift as a sign of deep structural changes in the international system.

 

The IAEA chief also stressed that the inability to reach “common ground” is not limited to the Iran case, but rather reflects a broader structural crisis within the Security Council. According to him, the Council’s capacity to achieve comprehensive agreements among its members has significantly declined.

 

Nevertheless, Grossi noted that this does not mean the United Nations is completely paralyzed. Instead, the Security Council is moving toward a more “transactional” approach under current conditions.

 

He explained that decision-making in the future will increasingly be conducted on a “case-by-case” basis, depending on the specifics of each issue, rather than through broad, overarching agreements.

 

These remarks come at a time when some analysts view recent developments and military tensions among the United States, Israel, and Iran as signs of an emerging new global order and a shift in centers of power on the international stage.
