WANA (Jan 21) – A senior Iranian lawmaker has explained how the locations of protest gatherings will be determined under a new parliamentary plan, amid growing public attention to the issue.

 

Mohammad Saleh Jokar, head of the parliament’s Internal Affairs and Councils Commission, said that under the plan, the proposed location of a gathering will be determined by the organisers themselves and then communicated to the local governorate.

 

Jokar stated that organisers will submit their suggested venue for a rally or protest to the governorate. If the proposed location is not among prohibited areas—such as the surroundings of hospitals, medical centres, or diplomatic missions—the gathering will be approved to take place at that site.

 

He added that municipalities are obligated under the plan to designate suitable locations in each city for holding protest gatherings, providing predefined spaces where citizens can hold demonstrations.

 

According to Jokar, the process is based on notification rather than authorisation, meaning that gatherings do not require permits. Organisers are responsible for maintaining security in the gathering, while law enforcement agencies will ensure security in the surrounding areas.

 

The lawmaker emphasised that the aim of the plan is to clarify the legal process for holding protests while safeguarding public order and citizens’ right to peaceful assembly.
