Implementation of Agreement with IAEA Conditional on Non-Activation of Snapback
WANA (Sep 13) – The spokesperson of Iran’s Parliament National Security and Foreign Policy Committee announced that the recent understanding between Iran and the International Atomic Energy Agency (IAEA) will only be implemented on the condition that no hostile measures, such as the activation of the “snapback” mechanism, are taken against the country.
Ebrahim Rezaei, speaking to reporters about the Saturday (September 13) session of the National Security and Foreign Policy Committee attended by Foreign Minister Abbas Araghchi, explained: “In this meeting, the Foreign Minister outlined the recent understanding with the IAEA and stressed that inspections of nuclear facilities will only take place within the framework of the Parliament’s law and the decisions of the Supreme National Security Council.”
According to Rezaei, the Foreign Minister underlined during the session that Europe has no right to trigger the snapback mechanism, describing such a move as “illegal and illegitimate.” He also emphasized that cooperation with the IAEA can no longer continue in its previous form and that Iran requires “a new modality and framework” for its nuclear cooperation.
The committee’s spokesperson added: “Araghchi stressed that if any hostile measure is taken against Iran, the understanding will be rendered null and void. In his view, the law on suspending cooperation with the IAEA, passed by Parliament and endorsed by the Guardian Council, is binding and must be implemented.”
Rezaei further reported on Araghchi’s remarks regarding negotiations with Rafael Grossi, Director General of the IAEA, saying: “In the Cairo meeting, hours of talks were held on the draft agreement, and after Iran’s considerations were incorporated, it became a text acceptable to the country. This understanding has also been submitted to the leadership.”
He noted that lawmakers present in the session highlighted the full and uncompromising implementation of Parliament’s law, the need to ensure the security of scientists and nuclear facilities, the importance of publishing and clarifying the details of the recent agreement, and the necessity of engaging with the West from a position of dignity and strength.
At the conclusion of the session, Hamidreza Haji Babaei, Deputy Speaker of Parliament, also urged the Foreign Ministry to enter negotiations with the West and the IAEA “from a position of dignity” and to secure “the necessary guarantees to safeguard the rights of the Iranian nation.” Vahid Jalalzadeh, Chairman of the National Security and Foreign Policy Committee, reiterated the need for the strict implementation of the law suspending cooperation with the IAEA.
