Iran: Any attempt to impose the partition of Syria is unacceptable
WANA (Sep 18) – Iran’s Permanent Representative to the United Nations, speaking at the UN Security Council meeting on “The Situation in the Middle East (Syria)”, stated:
“Any attempt to impose foreign agendas or partition Syria is unacceptable, and we express concern over agendas or demands that may lead to federalism or autonomy.”
Amir Saeed Iravani, in his remarks on the situation in Syria, highlighted the following points:
“1. On the humanitarian situation:
The humanitarian situation in Syria is dire and continues to deteriorate. Severe shortages of financial resources threaten vital relief operations and put millions of Syrians at risk. We commend the tireless efforts of OCHA, UN agencies, and humanitarian partners to deliver aid under extremely difficult circumstances. Full, safe, rapid, and unimpeded humanitarian access to all affected communities, in line with the principles of humanity, neutrality, impartiality, and independence, is essential.
Beyond the urgent need for humanitarian aid, Syria faces deep economic challenges and a worsening food crisis. Inflation, destroyed infrastructure, disrupted supply chains, energy shortages, and recurring droughts threaten the survival of millions. These problems are the direct result of years of unilateral coercive measures imposed on Syria — measures that are illegal, illegitimate, and a blatant violation of the UN Charter. These unlawful actions severely obstruct recovery, hinder reconstruction, and exacerbate the suffering of the Syrian people. They must be lifted completely and unconditionally so that Syria can rebuild its economy, restore livelihoods, and enable the safe and dignified return of refugees and internally displaced persons. Sanctions must never be used as a tool for political pressure or interference in Syria’s internal affairs.
2. On the security situation:
Ceasefire arrangements remain fragile, while insecurity persists in Sweida and other regions. Terrorist groups such as Daesh, al-Qaeda, and their foreign affiliates continue to destabilize Syria and the wider region, gravely undermining regional and international peace and security. The Security Council must not ignore Israel’s destabilizing and aggressive actions in Syria. Iran stresses that foreign occupation must end completely. Israel’s aggressive actions, including repeated airstrikes on Syrian territory, constitute a flagrant violation of international law and the UN Charter. The Security Council must not remain silent in the face of these violations.
3. On the political process:
Sustainable peace and stability in Syria can only be achieved through a comprehensive political process, led and owned fully by Syrians, free from any foreign interference or coercion. Such a process must be genuine and inclusive, encompassing all communities and groups. Excluding or disregarding key groups will only deepen divisions, undermine legitimacy, and increase the risk of instability in the already fragile situation. The process must uphold the legitimate rights and aspirations of all Syrians while safeguarding the sovereignty, independence, territorial integrity, and national institutions of Syria. In this regard, we support the recent diplomatic engagements of the UN Special Envoy with Syrian officials in Damascus regarding an inclusive political transition.
4. On the principled position of the Islamic Republic of Iran:
We once again emphasize that Syria’s sovereignty, unity, and territorial integrity must be fully respected. Any attempt to impose foreign agendas or partition the country is unacceptable. We express concern over agendas or demands that may lead to federalism or autonomy. If mismanaged, such demands could result in partition and renewed conflict; however, if pursued responsibly within the framework of inclusive national dialogue under UN auspices, they may contribute to national reconciliation and stability.
The Islamic Republic of Iran will continue to support the people of Syria and their efforts to restore peace, stability, reconstruction, and national reconciliation — in full alignment with the will of the Syrian nation.”
