WANA (Apr 14) – Iran’s Permanent Representative to the United Nations, Amir Saeid Iravani, has formally called for reparations from five regional nations in a letter to the UN Secretary-General and the President of the Security Council, citing their involvement in military actions against Iran.

 

Iravani stated that full compensation for damages—including material and moral losses resulting from international violations—is required from the countries involved.

 

Documented Involvement and Legal Accountability

The letter identifies Bahrain, Saudi Arabia, Qatar, the United Arab Emirates, and Jordan as the responsible parties. This follows a series of diplomatic correspondence throughout March and April 2026 regarding the regional escalation.

 

The Iranian envoy detailed the following points:

Territorial Usage: Iran has provided the Security Council with documented evidence and intelligence assessments showing that the aggressors utilized the territories of these five states. The records also indicate direct participation by these nations in armed attacks against civilian targets within the Islamic Republic of Iran.

 

Resolution 2817: Iravani reaffirmed Iran’s position that UN Security Council Resolution 2817 is unjust, legally indefensible, and detached from the objective facts of the situation, as it ignores Iran’s position as the party under attack.

 

Exercise of Self-Defense: The letter asserts that following the joint aggression by the United States and the Israeli regime on February 28, 2026, the use of regional territories to facilitate these strikes constitutes an act of aggression. Consequently, these states cannot legally cite Article 51 of the UN Charter, as Iran is the victim of aggression, exercising its inherent right to legitimate defense.

 

Requirements for Compensation

The Iranian mission concluded that Bahrain, Saudi Arabia, Qatar, the UAE, and Jordan must:

  • Cease all international violations, including the provision of territory to aggressors and participation in illegal armed attacks.
  • Accept international responsibility for breaching obligations toward the Islamic Republic of Iran.
  • Provide full restitution for all material and moral damages inflicted upon the country.

 

The letter was submitted with a request to be circulated as an official document of the UN Security Council.
