Iran Foreign Ministry Announces Regional Agreement on Afghanistan
WANA (Dec 15) – The Ministry of Foreign Affairs of the Islamic Republic of Iran has released a new statement outlining the outcomes of a meeting of Special Representatives of Afghanistan’s neighboring countries, a gathering aimed at strengthening a region-centered approach to Afghanistan’s future.
According to the statement, the meeting was held in Tehran on 14 December 2025 and brought together Special Representatives from the Islamic Republic of Iran, Pakistan, China, Tajikistan, Uzbekistan, and Turkmenistan, along with the Russian Federation. Participants reviewed the latest developments in Afghanistan, emphasizing the crucial role of regional actors in addressing shared challenges.
At the conclusion of the meeting, the participating countries stressed the importance of regional convergence and underscored the central role of neighboring states in addressing issues and challenges related to Afghanistan. They reaffirmed their commitment to strengthening stability in the country and expressed readiness to assist in this regard, should the Afghan side request support.

The representatives highlighted the importance of maintaining economic and trade relations with Afghanistan as a means of improving the livelihoods of the Afghan people. They also emphasized the necessity of integrating Afghanistan into regional political and economic processes. At the same time, they voiced security concerns and declared their preparedness to cooperate with Afghanistan in combating terrorism, drug trafficking, and human trafficking.
The statement further emphasized the responsibility of the international community to lift sanctions and release Afghanistan’s frozen assets. Participants firmly opposed any attempts by foreign countries to establish a military presence in Afghanistan. They also stressed that countries responsible for the current situation in Afghanistan bear a particular responsibility to contribute to reconstruction and economic recovery, without using such assistance as a political tool.
The meeting called on international organizations to support the safe, voluntary, and dignified return of Afghan nationals from neighboring countries to their homeland. In addition, participants welcomed ongoing efforts to reduce tensions between Afghanistan and Pakistan, expressed their readiness to support these initiatives, and urged both sides to return to dialogue and resolve their differences through diplomatic channels.

Finally, the participants agreed that the Fifth Meeting of Foreign Ministers of Afghanistan’s Neighboring Countries should be held as soon as possible in Ashgabat, Turkmenistan. They also welcomed Pakistan’s readiness to host the second round of the Meeting of Special Representatives of Afghanistan’s Neighboring Countries in Islamabad in March next year.
