Iran Issues 11-Point Statement on New UN Security Council Resolution Regarding Gaza
WANA (Nov 19) – The Ministry of Foreign Affairs of the Islamic Republic of Iran issued an 11-point statement on Tuesday night expressing its serious concerns over the provisions of United Nations Security Council Resolution 2803 on Gaza.
In the statement—centered on criticism of certain elements of the resolution and an emphasis on the rights of the Palestinian people—the Foreign Ministry reaffirmed its support for any regional or international initiative aimed at ending what it described as “genocide and crimes committed by the Zionist regime against the people of Palestine and Gaza.” It also stressed the urgent need for effective humanitarian aid delivery to the Gaza Strip and the complete withdrawal of Israeli forces from the area.
According to the ministry, a significant portion of the resolution is deemed “inconsistent with the legitimate rights of the Palestinian nation” and, by establishing a form of “trusteeship over the Gaza Strip,” undermines the Palestinians’ fundamental rights—particularly their right to self-determination and the establishment of an independent Palestinian state with Jerusalem as its capital.
The statement adds that the resolution’s drafters have “deliberately disregarded the role of the United Nations and even the UN’s own previous resolutions on the Palestinian issue.”
The Foreign Ministry further rejected any attempt to legitimize “the occupation of the Gaza Strip,” any plan to partition the area, or efforts to detach it from the unified geography of Palestine, warning of the dangerous consequences of such actions.
The statement emphasizes that any international forces must operate strictly under UN supervision and be limited to monitoring the implementation of a ceasefire and overseeing the entry and distribution of humanitarian aid.

The Islamic Republic of Iran also underscored the responsibility of the international community—particularly the guarantors of the ceasefire—to compel Israel to end its occupation and fully withdraw from Gaza, stressing that no decision should or can undermine this obligation.
Citing international law, the statement reiterates the “legitimacy of resistance against occupation, apartheid, and colonialism,” describing resistance as the Palestinian people’s lawful response to ongoing occupation and aggression.
It further asserts that any discussion about the future of the Palestinian people—including the governance of Palestinian territories—must be rooted in national consensus among Palestinians, and that externally imposed solutions are unacceptable.
Highlighting the dire situation in Gaza and the West Bank, the ministry stressed that the immediate priority is the delivery of humanitarian assistance, emergency aid, and the full reopening of all crossings.
The statement calls on the international community to exert effective pressure on Israel to prevent the continuation of what it describes as “crimes, occupation, and grave violations of Palestinian rights” in Gaza and the West Bank, and to support the fulfillment of the Palestinian people’s fundamental rights.
In conclusion, the Foreign Ministry criticized the UN Security Council’s “clear inaction over the past two years” in halting the killing of Palestinians, and reminded the Council and its member states of their responsibility to hold accountable those responsible for “war crimes and acts of genocide.”
