Iran Protests Use of Persian Gulf States’ Territory for U.S. Attacks in Letters to UN
WANA (Mar 19) – Amir Saeed Iravani, Iran’s Permanent Representative to the United Nations, has lodged formal protests in three separate letters to the UN Secretary-General and the President of the Security Council regarding actions by Qatar, Kuwait, and the United Arab Emirates in allowing their territory to be used for U.S. attacks against Iran.
In the letters, submitted in continuation of previous correspondence dated 3, 7, 9, and 16 March 2026, and in response to communications from the permanent missions of the three countries, Iravani stated that since the start of what he described as unlawful military aggression against Iran on 28 February 2026, the territory of Qatar and some neighboring states has been used by aggressors to carry out attacks against Iran.
He emphasized that providing territory for such purposes constitutes an internationally wrongful act and entails international responsibility, a position previously communicated to Qatari authorities and recorded as an official Security Council document.
The letters note that, as a result of what Iran describes as assistance by Qatar, Kuwait, and the UAE, attacks have targeted thousands of civilians and civilian objects in Iran, in what is described as a clear violation of the principles of mutual respect and good-neighborliness.
Iran stated that, within the framework of its inherent right to self-defense, any military bases or facilities used by aggressors to initiate or support armed attacks against its territory may be considered legitimate military targets. Tehran said it reserves the right to take necessary and proportionate measures to prevent further civilian casualties and damage.
The letters further state that while Iran has consistently observed the principle of good-neighborliness with Persian Gulf states, Qatar, Kuwait, and the UAE have not upheld this principle and have allowed U.S. operations from their territory. According to Iran, such actions give rise to international responsibility and require compensation, including reparations for all material and moral damages.
Iravani requested that the letters be circulated as official documents of the UN Security Council.
