WANA (Sep 19) – The Ministry of Foreign Affairs of the Islamic Republic of Iran has issued a statement regarding the unlawful move by three European countries to revive terminated Security Council resolutions through the abuse of the JCPOA dispute resolution mechanism and Resolution 2231.

 

 

The statement reads as follows:

The Islamic Republic of Iran condemns the action of France, Germany, and the United Kingdom in abusing the JCPOA dispute resolution mechanism to reinstate Security Council resolutions that were terminated in 2015 under Resolution 2231 and the JCPOA, describing it as unlawful, unjustified, and provocative.

 

Security Council Resolution 2231, as an integral part of the Joint Comprehensive Plan of Action (JCPOA), endorsed the agreement in its annex, confirmed the peaceful nature of Iran’s nuclear program, addressed false allegations about it, and introduced strict verification measures. Under Resolution 2231, all Security Council resolutions imposed on Iran between 2006 and 2009 were terminated, and it was stipulated that the Iranian nuclear file would be removed from the Council’s agenda in September 2025.

 

The destructive move by the three European countries to revive terminated Security Council resolutions comes at a time when Iran’s safeguarded nuclear facilities have been targeted and damaged by illegal attacks from the Zionist regime and the United States—attacks that blatantly violate the UN Charter, endanger international peace and security, and severely undermine the non-proliferation regime. Not only did the three European states refuse to condemn these aggressive acts, but by abusing the JCPOA dispute resolution mechanism, they have compounded their unlawful conduct.

 

These governments have also ignored the agreement reached between the Islamic Republic of Iran and the International Atomic Energy Agency (IAEA) on September 9, 2025, despite its positive reception by the international community. Their main pretext for invoking “snapback” was Iran’s alleged lack of cooperation with the IAEA—an excuse rendered baseless by that agreement. Moreover, they dismissed Iran’s reasonable proposal, which they themselves admitted was sound, because from the outset they were pursuing their own excessive political ambitions.

 

The Islamic Republic of Iran has always sought to keep the path of diplomacy and engagement open. However, these countries, despite their claims, have so far failed to demonstrate independence, instead following the unilateral and unlawful policies of the United States.

 

The Islamic Republic of Iran stresses the following:

 

1. The action taken today by the three European countries at the UN Security Council, aimed at completing the process of reinstating terminated Security Council resolutions, is unlawful, unjustified, and provocative. It gravely undermines ongoing diplomatic processes.

 

2. The United States and the three European countries bear full responsibility for the consequences of this move, should it result in the return of terminated Security Council resolutions against Iran. By distorting realities and making baseless allegations, they have also pressured some non-permanent members of the Security Council to align with them.

 

3. Today’s action to complete the process of restoring Security Council sanctions was carried out without consensus and despite strong opposition from several Council members. This further erodes the credibility of the Security Council, deals a blow to diplomacy, and undermines the non-proliferation regime.

 

4. Iran’s peaceful nuclear program is rooted in the will of the Iranian people for scientific and technological progress, and the nation is determined to continue on this path. While emphasizing its pursuit of rights and interests—including through diplomacy—the Islamic Republic of Iran reserves the right to respond proportionately to any unlawful measure.

 

5. The Islamic Republic of Iran calls on all responsible members of the international community to reject today’s unlawful action by the three European countries at the Security Council and to refrain from granting it any legitimacy.
