WANA (Sep 22) – Iran and Russia are set to sign an agreement in the coming days for the construction of new nuclear power plants, Iran’s Vice President and Head of the Atomic Energy Organization of Iran (AEOI), Mohammad Eslami, announced on Monday.

Speaking to reporters in Moscow, Eslami explained that the deal between the two governments foresees the construction of eight nuclear power plants by Russia. Four of these plants are located in Bushehr, while Iran is required under the contract to notify Russia about the construction of the subsequent plants.

He added that the necessary studies and negotiations for implementing the second phase of the agreement have been completed, with the sites for the new plants selected, prepared, and equipped.

“Prior visits to the construction sites have been carried out, and contractual negotiations have taken place. With the signing of this week’s agreement, we will automatically enter the operational phase to advance design, engineering, and complementary activities,” Eslami stated.

Outlook for Iran’s Cooperation with the IAEA

During his visit to Moscow, where he is meeting with Russian officials and delivering speeches at the Russia World Atomic Week events, Eslami also addressed the outlook for Iran’s cooperation with the International Atomic Energy Agency (IAEA).

He criticized certain European countries and the so-called “Zionist” influence for undermining the credibility of the United Nations and international organizations, urging them to allow these institutions to operate fairly and professionally within established regulations. “As long as these behaviors continue, the world will not find peace from their actions, which are contrary to law and regulations,” he said.

Eslami further criticized the IAEA for refraining from condemning U.S. and Israeli attacks on Iran’s nuclear facilities. He noted that the absence of condemnation for strikes on Iran’s safeguarded nuclear sites indicates the depth of destructive influence within the agency.

The AEOI chief emphasized that Iran has consistently adhered to safeguards and IAEA requirements, pursuing only peaceful nuclear programs. “Whenever we are convinced that the IAEA is acting impartially and the new law passed by our parliament— which we are obliged to follow—is implemented, our cooperation will continue,” he said.

Strengthening Iran–Russia Nuclear Cooperation

Eslami’s visit to Russia also includes participation in the World Atomic Week exhibition in Moscow, where Iran and Russia are expected to exchange and sign documents to expand their cooperation. He said the delegation will visit contracted factories and hold meetings with scientific and research institutions to strengthen academic and research collaborations.
