WANA (Sep 15) – The Islamic Republic of Iran has issued an official note outlining its reservations regarding the final communiqué of the Extraordinary Arab-Islamic Summit, held in Doha on September 15 to condemn Israel’s military aggression against Qatar.

In its statement, Iran reaffirmed its “unwavering support for the Palestinian people and their right to self-determination,” stressing that the so-called “two-state solution” cannot resolve the Palestinian crisis. According to the Iranian delegation, “the only real and lasting solution is the establishment of a single democratic state across all of Palestine, through a referendum involving all Palestinians inside and outside the occupied territories.” Tehran therefore disassociated itself from any reference in the communiqué to “the two-state solution, East Jerusalem, or the 1967 borders.”

Iran further emphasized that joining the consensus on the Doha communiqué “must in no way be interpreted, explicitly or implicitly, as recognition of the Israeli regime,” reiterating its rejection of Israel’s legitimacy. The statement also underscored that the Palestinian people are entitled to use “all necessary means” to exercise their inalienable right to self-determination, noting that support for this cause is “a shared duty of the international community.”

On the role of mediators, Iran expressed appreciation for the efforts of Qatar and Egypt to reduce tensions and achieve an immediate ceasefire, but criticized U.S. policies as “sustaining Israel’s aggression,” insisting that Washington cannot be regarded as “a credible or impartial party” in advancing a just peace.

The final communiqué of the Doha summit described Israel’s attack on Qatar as “cowardly, illegal, and a threat to collective regional security.” It voiced full solidarity with Qatar in pursuing its rights, stressing that “an assault on a state acting as a neutral mediator in the Gaza crisis is not only a hostile act against Qatar but also a direct blow to international peace-building efforts.” The participating countries strongly condemned the attack, pledged to stand with Qatar against Israeli threats, and called for urgent international action to end Israel’s repeated aggressions.

The communiqué further underlined the need to resist Israel’s attempts to “impose new realities on the ground,” rejected any effort to displace Palestinians, and called for enforcement of International Criminal Court warrants related to Israeli war crimes. It also endorsed coordinated steps toward suspending Israel’s UN membership, rejected the use of Islamophobia as a pretext for ongoing violations, and warned against the consequences of annexing occupied territories.

Finally, the summit welcomed the “New York Declaration” adopted at the UN General Assembly in support of the two-state solution, as well as the planned Saudi-French co-chaired conference on the issue. It also stressed the need to safeguard the rights of Jerusalem’s residents and affirmed that no just peace can be achieved without addressing the Palestinian question.

The Iranian delegation concluded by requesting that its reservations be formally recorded in the summit’s final report.
