WANA (Nov 27) – In a letter addressed to the UN Secretary-General and the President of the Security Council following the U.S. Air Force’s acknowledgement of its role in the initial stages of Israel’s aggression against Iran, the Permanent Representative of the Islamic Republic of Iran declared that the United States is obligated to fully compensate Iran and its citizens for all damages—material and moral—resulting from these violations.

 

Amir Saeid Iravani, Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations, wrote to António Guterres, the UN Secretary-General, and Michael Imran Kanu, President of the Security Council, following the U.S. Air Force’s admission of Washington’s direct operational role in initiating the recent Israeli aggression against Iran.

 

The letter states: “Further to my correspondence dated 7 November, as well as the letter of 11 November 2025 from the Minister of Foreign Affairs of the Islamic Republic of Iran regarding the public remarks of the President of the United States acknowledging Washington’s central role in the Israeli regime’s acts of aggression against the Islamic Republic of Iran, I wish to draw your attention—and that of the members of the Security Council—to yet another official admission by the United States. This new statement again confirms the direct U.S. participation, alongside the Israeli regime, in an unlawful armed attack against the Islamic Republic of Iran in June 2025.”

The letter continues: “In its 25 November 2025 press release, the U.S. Air Force publicly acknowledged for the first time its direct involvement in the attacks against Iran’s entirely peaceful and safeguarded nuclear facilities in Fordow, Natanz, and Isfahan. The statement reads: ‘The 34th Squadron was tasked in June, during the operation known as Midnight Hammer, with escorting an operational package of B-2 Spirit bombers to strike underground nuclear sites in Fordow, Natanz, and Isfahan.’ The press release also reveals: ‘A squadron of F-35 fighters flown by pilots of the 388th was the first aircraft to enter Iranian airspace on 22 June, escorting the B-2 bombers to their target areas.’”

 

According to the letter: “These disclosures, together with the remarks made by the President of the United States on 6 November 2025—during which Donald Trump openly admitted the United States’ responsibility and central role in the Israeli regime’s aggressive actions against the Islamic Republic of Iran—further reaffirm Washington’s direct support for the Israeli regime.”

 

The letter adds: “This act of aggression, perpetrated by the Israeli regime in coordination with the United States, constitutes a violation of the sovereignty and territorial integrity of the Islamic Republic of Iran and represents a clear breach of Article 2(4) of the UN Charter. It included deliberate attacks on civilians and civilian objects—actions carried out in flagrant disregard of fundamental principles of international law and international humanitarian law.”

Iravani writes: “As emphasized in the above-mentioned correspondence, the United States is obliged to provide full reparation for all injuries caused to Iran and its nationals as a result of these violations, including all material and moral damages. Under international law, this obligation encompasses restitution and full compensation for the harm incurred.”

 

He further notes: “These admissions give rise to the individual criminal responsibility of all U.S. officials and persons involved in the commission of serious violations of international humanitarian law, including the crime of aggression.”

 

The letter states: “The Islamic Republic of Iran reserves its full and unquestionable right to pursue all available legal avenues to establish accountability for those responsible and to secure full reparation for all losses and damages arising from this internationally wrongful act.”

 

 

It continues: “In light of the United States’ own acknowledgment of its role and responsibility in these internationally wrongful acts, the Security Council and the wider UN system cannot remain silent. The Islamic Republic of Iran reiterates its request that the Secretary-General and the Security Council, consistent with their responsibilities for maintaining international peace and security, take appropriate measures to ensure accountability by the United States and the Israeli regime for these gross violations and bring the perpetrators to justice.”

 

Iravani concludes by requesting that the letter be circulated and registered as a document of the Security Council.
