Iran’s New Letter to the UN Security Council on the Details of Israel’s 12-Day Military Aggression Against Iran
WANA (Jul 11) – The Permanent Representative of the Islamic Republic of Iran to the United Nations has submitted an updated report to the UN Secretary-General and the Security Council detailing the extensive and unjustified military aggression carried out by the Israeli regime, which resulted in the killing of 1,100 innocent civilians and the injury of more than 5,700 others.
In a letter dated Thursday (local time), Amir Saeid Iravani, Iran’s Ambassador and Permanent Representative to the UN, wrote to the Secretary-General and the President of the Security Council:
“Following instructions from my Government and further to previous communications, including my letter dated 28 June 2025, I have the honour to enclose an updated report prepared by the Ministry of Foreign Affairs of the Islamic Republic of Iran. The report contains detailed information on the casualties and damages resulting from the 12-day-wide and unprovoked military aggression by the Israeli regime against the sovereignty and territorial integrity of the Islamic Republic of Iran.”

The full text of Ambassador Iravani’s letter to Mr. António Guterres, UN Secretary-General, Mr. Asim Iftikhar Ahmad, President of the Security Council, and Ms. Virginia Gamba, Special Representative of the Secretary-General for Children and Armed Conflict, is as follows:

Following instructions from my Government and further to previous communications, including the letter dated 28 June 2025, I have the honour to enclose an updated report prepared by the Ministry of Foreign Affairs of the Islamic Republic of Iran. The report includes detailed information on the casualties and damages caused by the 12-day-wide and unprovoked military aggression by the Israeli regime against the sovereignty and territorial integrity of the Islamic Republic of Iran.
In the early hours of 13 June 2025, while Iranian families were peacefully asleep, the Israeli regime — with extensive military, intelligence, and political support from the United States and certain Western countries — launched a coordinated campaign of airstrikes, missile, and drone attacks targeting residential areas, civilian infrastructure, and peaceful nuclear facilities across Iran. These indiscriminate and unlawful attacks resulted in the deaths of 1,100 innocent civilians, including 132 women and 45 children, and left more than 5,700 people injured.
These heinous crimes constitute grave violations of the United Nations Charter, international law, international humanitarian law (including the Geneva Conventions), and internationally recognized human rights instruments such as the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. The subsequent U.S. military aggression on 22 June 2025 further compounded these violations.
The deliberate targeting of residential neighborhoods, hospitals, medical centers, ambulances, civilians, energy infrastructure, scientists, and safeguarded peaceful nuclear facilities under IAEA supervision represents a blatant breach of international law and constitutes war crimes, crimes of aggression, and crimes against humanity.
The attached report reflects only a fraction of the immense suffering inflicted upon Iranian civilians — particularly women and children — and underscores the urgent need to uphold international law and end the impunity of those responsible for such atrocities.
I would appreciate it if this letter and its annex could be circulated as a document of the Security Council.

On 13 June 2025, in a blatant violation of international law and Iran’s national sovereignty, the Israeli regime launched military strikes on Tehran and several other cities, including nuclear facilities. This terrorist act resulted in the killing of several scientists, military personnel, and civilians.
In response to this crime, Iran’s Supreme Leader addressed the nation, stating: “The regime must await severe punishment. The powerful hand of the Islamic Republic’s armed forces will not let it go unpunished, God willing.”
Subsequently, on the morning of Sunday, 22 June 2025, the United States directly joined the Israeli offensive by striking Iran’s nuclear sites in Fordow, Natanz, and Isfahan.
On 23 June 2025, the Islamic Revolutionary Guard Corps (IRGC) issued a statement declaring: “Following the blatant military aggression of the criminal United States against Iran’s peaceful nuclear facilities — and in violation of international law — and under the direction of the Supreme National Security Council and command of the Khatam al-Anbiya Central Headquarters, the IRGC launched a powerful and destructive missile strike on the Al-Udeid Air Base in Qatar under the code name ‘Ya Aba Abdillah al-Hussain (AS).’ This base is the command center for U.S. air forces and the most strategic American military asset in West Asia.”
Finally, on 24 June 2025, the President of the United States announced a ceasefire agreement between Iran and the Israeli regime. The Islamic Republic of Iran, while reaffirming that it did not initiate the conflict, declared that it had no intention of continuing its defensive response if the Israeli regime ceased its illegal aggression.
