WANA (Jul 09) – Iran’s Ambassador and Permanent Representative to the United Nations, Amir Saeid Iravani, has sent a letter to UN Secretary-General António Guterres and the UN Security Council following the latest U.S. attacks, which he said violated the ceasefire and the Islamabad Memorandum, as well as resulted in the deaths of eight Iranian military personnel.

 

In the letter, sent Wednesday evening local time, Iravani said the United States had once again launched and continued “large-scale military attacks” against the sovereignty and territorial integrity of the Islamic Republic of Iran, in what he described as a clear violation of the UN Charter and its international obligations. He said the attacks targeted facilities in southern Iran, particularly in Bushehr, as well as several Iranian islands in the Persian Gulf.

 

Iravani stated that the renewed attacks constituted another clear violation of Article 2(4) of the UN Charter and a fundamental breach of Clause 1 of the Islamabad Memorandum, under which the United States had unconditionally committed to cease all military actions against Iran and refrain from the threat or use of force against its sovereignty and territorial integrity.

 

The Iranian envoy said that by repeatedly and deliberately violating those commitments, the United States had effectively repudiated the memorandum and bore full international responsibility for all legal and political consequences arising from its unlawful conduct and dangerous escalation.

 

Iravani added that during U.S. military strikes against several facilities along Iran’s southern coastline in the early hours of Wednesday, July 8, 2026, eight members of the Iranian Army’s Air Force and Navy were killed while defending their country after U.S. missiles struck Bandar Abbas and Bushehr.

 

According to the letter, the fallen personnel were Captain Ali Moeini of Shahid Yasini Air Base in Bushehr; First Lieutenant Ali Mehdizadeh, Third Lieutenant Hamed Doraei, Staff Sergeant Second Class Amirhossein Qasemi, Staff Sergeant Second Class Alireza Zarei Sani, and Staff Sergeant Second Class Alireza Balideh of Shahid Abdolkarimi Air Base in Bandar Abbas; as well as Petty Officer Second Class Shahab Omidi Bazi and Seaman Mohammad Javad Ravanfar of the First Naval District of the Islamic Republic of Iran Navy. Iravani said they made the ultimate sacrifice in defense of their country.

 

The ambassador said Iran condemns “these horrific crimes,” together with the repeated U.S. acts of aggression and continued violations of the UN Charter and other applicable rules of international law, in the strongest possible terms.

 

He said the deliberate targeting of civilian facilities, combined with the continued unlawful use of force against Iran’s sovereignty and territorial integrity, poses a serious threat to international peace and security and demonstrates the United States’ complete disregard for its international legal obligations.

 

Iravani further said that, given the gravity of the situation, Iran recalls the responsibilities entrusted to the UN Secretary-General and the Security Council under the UN Charter, particularly regarding acts of aggression, breaches of the peace, and threats to international peace and security.

 

He called on the UN Secretary-General and the Security Council to immediately fulfill their responsibilities under the UN Charter by taking urgent, effective, and decisive measures to compel the United States to halt its ongoing unlawful acts of aggression, prevent any further escalation, and ensure the full accountability of the United States for its acts of aggression, grave violations of international law, and the serious crimes resulting from them.

 

Iravani also said that the Security Council’s failure to take timely, effective, and decisive action in response to what he described as these clear violations of the UN Charter had emboldened the United States to continue and further escalate its unlawful use of force against Iran, thereby undermining the Council’s credibility and endangering international peace and security.

 

In concluding his letter, Iravani reaffirmed that the Islamic Republic of Iran holds the United States fully and explicitly responsible for all consequences arising from its unlawful use of force, as well as for the serious threat its unlawful actions have posed to international peace and security.
