Following is the full text of the statement by the Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations:

 

“The Islamic Republic of Iran welcomes the immediate cessation of this brutal war and the preservation of international peace and security. Iran is prepared to engage constructively with all genuine and serious diplomatic efforts, including through Pakistan, Türkiye, and Egypt, as well as the diplomatic efforts of China and Russia, and provides its full support to any credible initiative capable of creating a lasting end to this illegal and unnecessary war. In this regard, the Personal Envoy of the Secretary-General is currently en route to Tehran to follow up on consultations.

 

The Islamic Republic of Iran categorically rejects a temporary ceasefire, particularly in light of the experience of June, when hostilities were resumed under false pretenses. A ceasefire in this context serves only the purpose of rearmament and preparation for the continuation of further crimes. Any effective solution must guarantee a definitive and irreversible end to the aggression and establish a just and sustainable peace based on credible and verifiable guarantees against any recurrence.

 

The United States and the Israeli regime must accept full responsibility for the damage and suffering inflicted upon Iranian civilians, civilian sites, and vital infrastructure, and must be held fully accountable. Individual criminal responsibility for serious violations of international humanitarian law, including war crimes and crimes against humanity committed in Iran, must be pursued without exception in accordance with international law.

 

The Security Council cannot remain passive; instead of presenting a unilateral and political draft resolution, it must act to end this brutal war, demand an immediate and unconditional halt to U.S. and Israeli attacks, and take decisive measures to ensure accountability for all their violations.

 

And a final point: regarding the explicit threat by the President of the United States to commit widespread war crimes and to target and destroy Iran’s vital civilian infrastructure. This threat constitutes a gross and heinous violation of international humanitarian law and the most fundamental rules governing armed conflict. The United States will bear full and undeniable responsibility for committing an overt war crime and a crime against humanity.

 

The Islamic Republic of Iran will not remain indifferent to such heinous and horrific war crimes. Without any hesitation or delay, it will exercise its inherent right to legitimate self-defense and will take immediate and proportionate countermeasures. The Security Council has, unfortunately, failed to fulfill its primary responsibility to maintain international peace and security since the very beginning of this war of aggression against my country. This failure does not and cannot deprive Iran of its legal right to act.

 

Iran’s response is firmly grounded in international law. There should be no doubt: Iran will take all necessary measures to defend its people, preserve its sovereignty and territorial integrity, and protect its vital national interests with full resolve, and the United States and the Israeli regime will be responsible for all subsequent consequences, both regionally and internationally.”
