WANA (Jun 25) – Amir Saeid Iravani, Iran’s Ambassador and Permanent Representative to the United Nations, stated that UN Security Council Resolution 2231 must expire on its scheduled date, and that Iran firmly rejects any attempt to revive its expired provisions under any pretext.

 

Speaking at the Security Council meeting on Resolution 2231, Iravani began by expressing gratitude to Qatar, referring to it as a brotherly and friendly nation, for its sincere diplomatic efforts to end Israeli aggression, establish a ceasefire, and prevent further regional escalation, which threatens peace and stability in the region.

 

He continued: “Like the Secretary-General in his report and the Deputy Secretary-General in today’s remarks, we also emphasize a diplomatic solution. We welcome Slovenia as the facilitator of Resolution 2231 (2015).”

 

Objection to Israeli Delegation’s Presence

Before addressing the resolution, Iravani strongly objected to the presence of Israel’s delegation at the meeting: “From a legal and procedural standpoint, this regime has no standing to participate in this meeting. It has no relevance to the agenda of this session, to Resolution 2231, or to the Joint Comprehensive Plan of Action (JCPOA). The participants in the JCPOA are clearly defined in the resolution, and the Security Council’s practice has always been to limit sessions under this agenda to the JCPOA participants.”

 

Unfounded and Rejected Allegations

Iravani emphasized that this session is the last Security Council briefing on Resolution 2231 before its expiration in October 2025.

 

He said: “The unilateral withdrawal of the United States from the JCPOA in 2018, followed by its imposition of extraterritorial and unlawful sanctions, constitutes a clear violation of Resolution 2231. Iran has remained committed to its obligations, while the U.S., with full support from the UK, France, and Germany, has repeatedly violated both the letter and spirit of the JCPOA and Resolution 2231. The root causes of the current situation are clear and undeniable. Therefore, these countries are in no position to accuse Iran of non-compliance.”

 

He added that the meeting is taking place while Iran has been subjected to military aggression, in clear violation of international law, the UN Charter, the IAEA Statute, IAEA General Conference resolutions, and Resolution 2231.

 

Resolution 2231, Iravani noted, calls on all UN member states to refrain from any action that would undermine it or the JCPOA.

 

Israeli Attacks Under False Pretexts

Despite this, Iravani said, Israel, with full U.S. support, has targeted Iran’s peaceful nuclear facilities, civilians, and civilian infrastructure, using the false justification of an “imminent threat” from Iran’s peaceful nuclear program. “This claim is baseless, legally invalid, and unacceptable.”

 

Violation Not Limited to Israel

The Iranian diplomat added: “In fact, it is Israel — the only entity in the region possessing nuclear weapons and not a party to the NPT — that has refused to accept IAEA oversight and inspections. Meanwhile, Iran is a committed NPT signatory and has placed its nuclear program under the strictest verification regime of the IAEA.”

 

He stressed that violations of Resolution 2231 and international law are not limited to Israel: “The United States — a permanent Security Council member responsible for enforcing its decisions — has also conducted military attacks on Iran’s safeguarded nuclear facilities.”

 

Repeated Illegal Attacks on Iran’s Peaceful Program

“It is deeply regrettable,” Iravani said, “that even after a decade since the adoption of Resolution 2231, Iran’s peaceful nuclear program — fully under IAEA supervision — continues to be illegally targeted by Israel and the United States. These unlawful acts have set a dangerous precedent, undermined the non-proliferation regime, and tarnished the Security Council’s credibility.”

 

Condemn Israel’s Repeated Violations

He continued: “Resolution 2231 was adopted to promote peaceful solutions and strengthen the Council’s role in preventing unnecessary crises. Yet, the reckless attacks on Iran’s peaceful nuclear facilities by Israel and the U.S. have severely undermined that role. It is deeply concerning that the Council has so far refrained from condemning these unlawful acts, despite the clear prohibition stated in Resolution 487.”

 

“We urge the Council to explicitly condemn these acts of aggression and ensure that such attacks are never repeated.

 

Double Standards Are Obvious

“There is a glaring double standard,” Iravani said. “The United States, the UK, and France maintain vast nuclear arsenals while turning a blind eye to Israel’s undeclared nuclear weapons, yet they make baseless claims that Iran’s peaceful program threatens international peace and security.”

 

“These political accusations,” he noted, “have been proven false by Iran’s transparency and full cooperation with the IAEA over many years.”

 

He concluded: “If these countries are truly concerned about non-proliferation, they should stop deflecting blame and instead condemn Israel’s repeated violations of international law and Resolution 487.”

 

Resolution 2231 Must End on Schedule

Addressing claims that Iran has violated Resolution 2231, Iravani said: “These allegations are groundless and lack legal basis. Over the past decade, Iran has fully adhered to the JCPOA and Resolution 2231. Iran’s remedial measures have been entirely within the framework of these two instruments and were aimed solely at restoring balance and encouraging compliance by other parties.”

 

“These measures should not be misused as a pretext for imposing new pressure under the JCPOA or Resolution 2231. The Council must prevent any attempts to distort or misinterpret the resolution’s mechanisms against Iran.”

 

“Resolution 2231 must expire on schedule,” Iravani reiterated. “Iran firmly rejects any attempt to revive its expired provisions under any name or justification.”

 

He criticized the European parties to the JCPOA for not only failing to fulfill their commitments, but also irresponsibly and falsely claiming that Iran is nearing the threshold for building nuclear weapons — an accusation that is “completely unfounded and unsupported by any credible evidence.”

 

“Iran’s peaceful nuclear program is under the strictest IAEA oversight, and this cannot be denied.”

 

Iran Committed to Peaceful Diplomacy

Despite the aggressions and unconstructive behavior of the European parties, Iravani said, “Iran remains committed to diplomacy and peaceful conflict resolution. Resolution 2231 itself demonstrates that diplomacy can and must be the way to resolve disputes.”

 

We Did Not Start This War

“Iran has never initiated this war,” Iravani said. “As soon as the aggressors’ attacks stopped, Iran also halted its legitimate military response.”

 

“However, Iran will not ignore hypocrisy and double standards. The brave and loyal armed forces of the Islamic Republic of Iran will continue to safeguard the nation’s security and national interests, and will decisively respond to any aggression.”
