Latest Status on Indirect Iran-U.S. Message Exchange
WANA (May 27) – Assessments indicate that following a visit to Qatar by Iranian Parliament Speaker Bagher Ghalibaf, Foreign Minister Abbas Araghchi, and their accompanying delegation, progress has been made regarding the unfreezing of $12 billion in blocked Iranian assets. However, some details on this matter are not yet finalized.
Additionally, according to Iranian media reports, Iran’s new condition for an agreement with the United States is the payment of $300 billion in damages by the U.S. to Iran.
Despite general progress over the past two to three days, disagreements still exist regarding certain clauses, words, and phrases, and the exchange of messages is still ongoing.
If the memorandum of understanding is finalized after resolving the existing disputes, the mechanism for announcing it must be done jointly and by mutual agreement; a unilateral announcement by the United States could be completely inaccurate.
Step-by-Step Implementation
The declaration of the end of the war on all fronts, including Lebanon, the unfreezing of $12 billion of Iran’s blocked assets (out of a total of $24 billion), the beginning of lifting the maritime blockade, and the beginning of the reopening of the Strait of Hormuz will be part of the first steps of the potential agreement.
Following the first step, a 60-day period (extendable) will be considered for negotiations on the nuclear issue. Iran has given no commitment in the first step regarding enriched materials, suspension, or other nuclear actions.
Sanctions that prevent the sale of Iran’s oil, petrochemicals, and derivatives must be waived during the negotiation period.
The reopening of the Strait of Hormuz and the lifting of the maritime blockade will take place within 30 days. Iran has stated that within 30 days, the Strait of Hormuz can return to its pre-war status in terms of the “number of passing ships,” and the blockade must also be completely lifted.
Mediation Process
After the Islamabad negotiations, there has been no direct negotiation between Iran and the United States, and the process of exchanging messages and drafting the potential memorandum of understanding has been pursued through a mediator.
The memorandum of understanding (if finalized) will likely consist of 14 clauses.
