Baghaei: Switzerland Meeting Focused on Demand for Implementation of Counterpart Commitments

WANA (Jun 21) – Esmaeil Baghaei, spokesperson for the Ministry of Foreign Affairs of Iran, Esmaeil Baghaei said that the ongoing meeting in Switzerland is focused on following up the implementation of the other side’s commitments under the ceasefire memorandum.
He stated that the Islamic Republic of Iran is determined to carefully and seriously pursue the implementation of these obligations.
According to Baghaei, the meeting is being held to review the implementation of the ceasefire memorandum dated June 18, 2026. He noted that under Clause 13 of the memorandum, the start of negotiations for a final agreement is conditional upon the implementation of Clauses 1, 4, 5, 10, and 11. Without fulfilling these provisions—particularly Clause 1 regarding the end of hostilities on all fronts, including Lebanon—entering the phase of final negotiations is not possible.
He added that today’s discussions are focused on implementing these clauses, especially Clause 1, as well as reviewing measures designed to implement Clause 10 (Iran’s oil exports) and Clause 11 (the release of frozen Iranian assets).

WANA (Jun 21) – A member of Iran’s negotiating delegation has outlined the progress made during today’s talks, saying the primary focus was on implementing Article 13 of the memorandum of understanding, which calls for the necessary preparations to begin negotiations on the agreement’s remaining provisions.
Hossein Ghorbanzadeh, a member of the Iranian negotiating team, said the preparatory measures concern five key articles of the memorandum: Articles 1, 4, 5, 10, and 11. According to him, Article 1 addresses the end of the war on all fronts, Article 4 concerns lifting the blockade, Article 5 focuses on reopening the strait, Article 10 provides for temporary sanctions exemptions for oil and petroleum products, and Article 11 covers the release of Iran’s frozen assets and blocked funds.

According to Clause 1 of the memorandum of understanding, an end to hostilities on all fronts, including Lebanon, is among the conditions of the agreement.
