WANA (Jun 15) – Media sources have published new details regarding a proposed 14-point draft memorandum between Iran and the United States. The reported provisions are as follows:

 

1. An immediate and permanent cessation of hostilities on all fronts, including Lebanon.

 

2. A U.S. commitment not to interfere in Iran’s internal affairs and to respect the sovereignty of the Islamic Republic of Iran.

 

3. The complete lifting of the maritime blockade within 30 days.

 

4. A U.S. commitment to withdraw its military forces from areas surrounding Iran.

 

5. The reopening of the Strait of Hormuz within 30 days under arrangements determined by Iran.

 

6. The suspension of sanctions on Iran’s oil sales, petrochemical products, and related derivatives, along with full Iranian access to the resulting financial revenues.

 

7. A requirement for the United States and its allies to present reconstruction plans for Iran worth at least $300 billion.

 

8. A 60-day negotiation period aimed at reaching a final agreement focused on nuclear issues and the complete removal of U.S. primary and secondary sanctions, as well as relevant resolutions of the United Nations Security Council and the Board of Governors of the International Atomic Energy Agency (IAEA).

 

9. Iran’s reaffirmation of its commitment under the Nuclear Non-Proliferation Treaty (NPT) not to develop nuclear weapons.

 

10. During the negotiation period, the United States would refrain from deploying additional forces to the region and from imposing new sanctions.

 

11. The release of $24 billion in frozen Iranian assets during the 60-day negotiation period, with half of the amount to be made available to Iran before negotiations begin.

 

12. The establishment of a monitoring mechanism to oversee the implementation of the agreement.

 

13. Final approval of the agreement through a United Nations Security Council resolution.

 

14. Final negotiations would not begin until half of Iran’s frozen assets are released, oil sanctions are suspended, and the maritime blockade is lifted. The final agreement would be limited to issues related to uranium enrichment and enriched materials, sanctions relief, and the reconstruction of Iran’s economy. Discussions regarding Iran’s missile program and its support for resistance groups would be explicitly excluded from the agenda.
