Parliament Rejects Any Interpretation Against Law in IAEA Dealings
WANA (Sep 12) – The head of the Iranian Parliament’s National Security and Foreign Policy Commission, Ebrahim Azizi, said the legislature, particularly his commission, will not accept any interpretation or approach that contradicts parliamentary law regarding recent agreements with the International Atomic Energy Agency (IAEA).
Ebrahim Azizi stated that the law passed by the Iranian Parliament explicitly stipulates that any engagement with the IAEA must strictly adhere to two principles:
- Guaranteeing full respect for national sovereignty and territorial integrity of the Islamic Republic of Iran, and safeguarding the security of nuclear facilities and scientists, as determined by the Supreme National Security Council.
- Guaranteeing Iran’s full entitlement to all rights under Article 4 of the Non-Proliferation Treaty (NPT), especially the right to uranium enrichment, as determined by the Supreme National Security Council.
He added that the Parliament will maintain continuous oversight over the process of agreements and the implementation of commitments with the IAEA, in line with the law.
Azizi, as chairman of the National Security and Foreign Policy Commission, stressed: “It is obvious that the Parliament, especially the National Security Commission, will not recognize any interpretation or approach inconsistent with the above principles.”
Law on Suspension of Cooperation with the IAEA
The law obligating the government to suspend cooperation with the IAEA was approved during an open parliamentary session on June 25, 2025.
According to this law, given the violations of Iran’s national sovereignty and territorial integrity by the Israeli regime and the United States through attacks against the Islamic Republic’s peaceful nuclear facilities, and the resulting threats to Iran’s supreme interests, the government is required to immediately suspend all cooperation with the IAEA until the following conditions are met:
- Assurance of full respect for national sovereignty and territorial integrity of the Islamic Republic of Iran, particularly ensuring the security of nuclear sites and scientists, as determined by the Supreme National Security Council.
- Assurance of full respect for the inherent rights of the Islamic Republic of Iran to benefit from all provisions under Article 4 of the NPT, especially uranium enrichment, as determined by the Supreme National Security Council.
Note 1: Verification of these conditions will be confirmed by the Supreme National Security Council upon receiving a report from the Atomic Energy Organization of Iran. The government is obligated to present quarterly reports on the fulfillment of these conditions to both Parliament and the Supreme National Security Council.
Note 2: Any act or omission by any individual leading to the non-implementation or incomplete implementation of the obligations set forth in this law constitutes a crime. Unless subject to more severe penalties, the offender will face one or more punishments under Article 19, Grade Six of the Islamic Penal Code of 2013 (with subsequent amendments).
This law, consisting of a single article and two notes, was submitted to the Parliament’s open session by the National Security and Foreign Policy Commission. It was passed in the June 25, 2025, session and subsequently approved by the Guardian Council.
Agreement Signed in Cairo
On Tuesday, September 9, 2025, an agreement to resume cooperation between Iran and the IAEA was signed in Cairo, Egypt. The accord was concluded between Iranian Foreign Minister Abbas Araghchi and IAEA Director General Rafael Grossi, under the auspices of Egypt’s Foreign Minister.
Following the signing, Araghchi stated that the practical steps agreed upon for implementing safeguards are fully consistent with the law passed by the Iranian Parliament.
