Qalibaf Issues Law on Iran’s Accession to CFT
WANA (Oct 18) – Mohammad Bagher Qalibaf, Speaker of Iran’s Parliament, has formally notified President Masoud Pezeshkian of the law approving Iran’s accession to the International Convention for the Suppression of the Financing of Terrorism (CFT), in accordance with Article 123 of the Iranian Constitution.
According to the report, the Expediency Council approved Iran’s conditional accession to the CFT Convention in its session held on October 01, 2025.
Mohsen Dehnavi, spokesperson for the Expediency Council, explained that the Council attached two key conditions to Iran’s membership.
He said: “Parliament had already stipulated that Iran will implement the provisions of the CFT within the framework of its Constitution. The Expediency Council added another condition, confirming that the Islamic Republic will act in accordance with its Constitution and domestic laws.”
Dehnavi added: “If any parts of the convention conflict with Iran’s domestic laws, the internal laws of the Islamic Republic will take precedence. Based on these two conditions, the Expediency Council approved Iran’s accession to the Convention on the Suppression of the Financing of Terrorism.”
Earlier this year, in May, the Expediency Council had already approved Iran’s accession to the Palermo Convention. FATF had previously required Iran to complete over 40 actions to be removed from its blacklist, with accession to the CFT and the Palermo Convention being two of the key steps. FATF had also emphasized that “if Iran ratifies both conventions in line with FATF standards, the body will then decide on the next steps, including the possible suspension of countermeasures.”
The review of the CFT came amid significant political and international developments for Iran, including the recent 12-day war and the activation of the “snapback” mechanism by three European countries — which Iran considers legally unfounded.
