Qalibaf: The System’s Decision on the Snapback Mechanism Will Soon Be Announced
WANA (Sep 02) – Mohammad Bagher Qalibaf, Speaker of Iran’s Parliament, said on Tuesday, September 1, during a public session of the Majles, that “the unified decision of the Islamic Republic regarding the snapback mechanism will soon be announced and implemented,” referring to recent international developments and the nuclear deal (JCPOA).
Qalibaf praised the president’s efforts at the Shanghai Cooperation Organization (SCO) summit currently being held in China, stressing that parliament views Iran–China cooperation as “a decisive factor for regional peace and stability” and believes such cooperation must move “from words to action.” He described the SCO as “a historic opportunity to confront unilateralism” and identified China’s Belt and Road Initiative as the main framework for advancing Tehran–Beijing relations.

Addressing the JCPOA and the European threat to trigger the snapback mechanism, Qalibaf declared: “These countries, having failed to meet their obligations under the deal, have no right to invoke Paragraph 37. Their move to reinstate UN resolutions is illegal.” He emphasized that Iran must take deterrent measures to raise the cost of such unlawful actions for Europe and block their advancement.
Explaining the potential consequences of a return to UN Security Council resolutions, Qalibaf said: “Although these resolutions are not worthless pieces of paper, they will not have a serious economic impact on Iran, since the sanctions they entail are far weaker than the unilateral U.S. measures, and they do not add new restrictions beyond the existing ones.” He noted that UN sanctions lack both the scope and the enforcement mechanisms of Washington’s unilateral sanctions.
Citing the positions of Moscow and Beijing, he added: “Russia and China, as permanent members of the Security Council, have officially declared the snapback mechanism illegal. This undermines the legitimacy of Europe’s efforts and ensures that a significant portion of the international community will not take these sanctions seriously in practice.”

Qalibaf warned that hostile media are portraying the snapback as a prelude to war, but, in his view, this interpretation is wrong: “The resolutions make no reference to Article 42 of the UN Charter, and the enemy does not need a resolution to wage war.” He stressed: “What deters aggression is Iran’s national unity and military strength, not the snapback mechanism.”
In conclusion, he called on government officials, the Supreme National Security Council’s secretariat, and experts to clearly explain the limited impact of a potential return to UN resolutions, in order to prevent psychological pressure on public opinion, and underlined the need to preserve social calm and national cohesion in the face of external pressures.
