Rosatom CEO to Visit Iran to Review Bushehr Nuclear Plant
WANA (Oct 09) – During a meeting between the Deputy for International Affairs of Russia’s State Atomic Energy Corporation Rosatom and the head of the Atomic Energy Organization of Iran (AEOI), it was agreed that Alexey Likhachev, the CEO of Rosatom, will visit Iran in the near future to follow up on previously agreed matters and personally review the progress of construction at Units 2 and 3 of the Bushehr Nuclear Power Plant.
Following the agreements reached during the recent visit of Mohammad Eslami, Vice President and Head of the AEOI, to Russia, a Russian delegation headed by Nikolai Spassky, Rosatom’s Deputy Director General for International Affairs, visited Tehran on Wednesday, October 8.
Extensive discussions were held with AEOI officials on various nuclear topics, including cooperation in the development of small modular reactors (SMRs) and the construction of 1,250-megawatt power reactors.

During Eslami’s recent trip to Russia, two cooperation documents were signed — one on small modular reactor development and another concerning the Iran–Hormoz Atomic Power Plant Project, which includes four 1,250 MW reactors valued at over $25 billion. These projects hold significant strategic and economic importance in bilateral cooperation.
In line with these agreements, the Rosatom delegation led by Spassky met with senior Iranian nuclear officials to exchange views on multiple areas of cooperation, particularly in advanced reactor design and construction. The new agreements are expected to further expand joint nuclear collaboration between the two countries.
During the visit, Spassky also met with Mohammad Eslami, Vice President and Head of the AEOI. Both sides reviewed the progress of ongoing nuclear cooperation and emphasized the need to accelerate the implementation of joint projects.
It was also agreed that Alexey Likhachev, CEO of Rosatom, will travel to Iran soon to monitor the progress of Bushehr Nuclear Power Plant Units 2 and 3 and follow up on bilateral commitments.
It is noteworthy that in recent days, the Comprehensive Strategic Partnership Agreement between the Islamic Republic of Iran and the Russian Federation entered into force following approval by the Russian State Duma.
Article 23 of this agreement specifically addresses cooperation in nuclear reactor development, under which the two countries will pursue a comprehensive program for advancing nuclear technologies and promoting the peaceful use of atomic energy based on their strategic partnership.
