Signing of Shanghai Cooperation Documents and Condemnation of the Attack on Iran
WANA (Sep 01) – The 25th Summit of the Shanghai Cooperation Organization (SCO) concluded on Monday, August 31, 2025, in Tianjin, China, with the signing of more than 20 cooperation documents and declarations. The leaders of the member states endorsed agreements in various fields, including the establishment of a comprehensive center to address security threats, the creation of a counter-narcotics center, adoption of a 10-year strategy, expansion of cooperation in science and technology, promotion of multilateral trade, as well as joint initiatives on artificial intelligence and green industry.
In the final declaration, the military attacks by the United States and Israel against Iran in June 2025 were strongly condemned. The statement emphasized that targeting civilian infrastructure, including nuclear-energy facilities, which resulted in civilian casualties, constituted a blatant violation of the UN Charter and international law, undermining both regional and global security. The leaders underlined that the physical safety of nuclear facilities must be guaranteed under all circumstances, and stressed that diplomacy and dialogue remain the only viable path to resolving current disputes.

The member states also reaffirmed the necessity of full implementation of UN Security Council Resolution 2231, warning that any arbitrary interpretation of the resolution would weaken the Council’s credibility. They called for the resumption of constructive dialogue among relevant parties to prevent further escalation.
The declaration further expressed deep concern over the ongoing conflict between Israel and Palestine and the worsening humanitarian situation in Gaza. The member states condemned actions that have led to heavy civilian casualties and insisted on the urgent need for a comprehensive and lasting ceasefire, unimpeded humanitarian access, and strengthened efforts toward peace and stability in the region. According to the statement, a comprehensive and just resolution of the Palestinian issue is the only way to ensure lasting peace in the Middle East.
