Tehran: Iran Remains Committed to the NPT and Safeguards Agreement
WANA (Sep 09) – The Permanent Mission of the Islamic Republic of Iran to the United Nations and other international organizations in Vienna on Tuesday, September 9, issued an explanatory note to the IAEA Board of Governors, outlining its position on the agency’s latest reports.
The note, which addressed two documents titled “NPT Safeguards Agreement with the Islamic Republic of Iran” (GOV/2025/53) and “Verification and Monitoring in the Islamic Republic of Iran in Light of UNSCR 2231” (GOV/2025/50), described the Director General’s reports as “unprofessional, outside the legal framework, and based on distorted narratives,” urging the IAEA to maintain impartiality and technical accuracy.

Key points highlighted by Iran include:
Attacks on Iran’s nuclear facilities by the U.S. and Israel: Tehran called these actions “a blatant violation of the UN Charter and international law,” stressing that the IAEA failed to uphold its mandate to protect peaceful facilities and report such matters to the UN Security Council.
Parliamentary law suspending cooperation with the IAEA: Iran said the law passed in July 2025 was a “legal and legitimate response to aggression,” while reiterating its readiness to discuss practical arrangements for implementing its safeguards obligations under the new circumstances.
Nuclear material under safeguards: According to Tehran, all nuclear material in Iran remains under continuous IAEA monitoring, and recent disruptions were solely the result of military attacks.
Outstanding safeguards issues: Iran reaffirmed that it has no undeclared nuclear material or activities, and insisted that remaining issues are technical in nature and resolvable if political bias is set aside.
Conduct of two IAEA inspectors: The note accused two inspectors of “illegally removing highly confidential documents from Iran,” a move it said violated national security protocols.
Need for new safeguards arrangements in wartime conditions: Iran emphasized that continued cooperation requires special safeguards arrangements suited to the current situation, and criticized the Director General for including draft language in his report that has not yet been finalized or agreed upon.

In its conclusion, Iran reiterated that:
1. It remains fully committed to the NPT and its comprehensive safeguards agreement.
2. The IAEA must resist political pressure and act in a neutral, technical manner.
3. The U.S. and Israeli attacks have fundamentally altered the conditions for implementing safeguards.
4. Negotiations between Iran and the IAEA to reach new arrangements are ongoing.
5. Iran’s legitimate concerns, particularly those reflected in the new law passed by Parliament, must be fully taken into account.
