Tehran Scholars Declare Trump Mahdoor al-Dam (Blood-Licited)
WANA (Jul 03) – A jurisprudential statement from the scholars of Tehran’s Seminary condemns the threat against the highest Shiite authority by the U.S. President. The statement categorically labels Trump and Netanyahu as kafir harbi (belligerent disbelievers) and mufsid fi al-ard (corruptors on Earth), issuing a decisive religious ruling declaring them mahdoor al-dam (blood-licited).
The statement, signed by prominent jurists and scholars of Islamic jurisprudence and principles (fiqh and usul), declares that threatening a “paramount religious authority of the Shiite world” carries not only international legal implications but also grave religious rulings under Islamic law.
According to the signatories, any individual involved in such threats — whether as an instigator or direct actor — is classified under Islamic jurisprudence as a “corrupter on Earth” (mufsid fi al-ard) and someone whose blood is “licit” (mahdoor al-damm), a legal term that traditionally implies severe consequences under Sharia law.
In the declaration, the scholars refer to Trump and Israeli Prime Minister Benjamin Netanyahu as “belligerent disbelievers” (kuffar harbi), holding them accountable for what they describe as a long list of severe transgressions, including aggression against Muslim lands, war crimes, and the targeted killing of prominent figures.
The statement accuses both men of being responsible for actions such as “massacres,” “terror,” “genocide,” and “destruction of vital resources,” particularly in Palestine, Lebanon, Syria, Iran, and other nations.
The scholars cite Quranic verses (Surah Al-Baqarah, verses 204–206 and 194) and traditional Islamic legal concepts to support their religious ruling.
They warn that if threats translate into action, the consequences for American military and diplomatic personnel in the region could be dire, suggesting that no safe haven would remain for American citizens across the globe. However, they also express confidence that divine protection and the devotion of followers will prevent such scenarios.
The statement closes by expressing gratitude to leading Shiite religious authorities who have already issued fatwas on the matter and encourages other scholars to provide further legal guidance. It calls upon Muslims worldwide, especially the youth, to remain vigilant and spiritually ready to heed the instructions of Islamic leaders.
