The US Violates the Understanding on Multiple Fronts; What is Iran’s Next Move?
WANA (Jun 28) – Recent US actions in attacking Iran, the issue of Lebanon, and the release of frozen assets violated several clauses of the initial understanding. Tehran also responded to the hostile US actions on the field.
Clause 1 of the Islamabad Memorandum of Understanding states: “The Islamic Republic of Iran and the United States of America, and their allies in the current war, by signing this memorandum of understanding, declare an immediate and permanent cessation of military operations on all fronts, including in Lebanon, and commit hereafter not to initiate any war or military operation against each other, to refrain from the threat or use of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon.”
“The final agreement will confirm the permanent cessation of war on all fronts, including in Lebanon, and the rest of the provisions of this clause.” However, this clause has been violated repeatedly by the US and Israel, both in Lebanon and in Iran.
1. Since the signing of the understanding, Israel has carried out numerous attacks in southern Lebanon, whereas according to the aforementioned clause, these attacks should have ceased completely.
2. While the negotiating team was present in Switzerland, the US President once again threatened Iran with bombardment. However, according to the understanding, the threat or use of force was prohibited.

3. Yesterday, an agreement was signed between the government of Lebanon and Israel, mediated by the United States. This agreement is also a direct violation of Clause 1 of the Iran-US understanding, because instead of guaranteeing Lebanon’s territorial integrity, it guaranteed the occupation of this country and left the Israelis’ hands open to continue attacks and massacres.
4. In the past two days, the US carried out direct operations against Iran. The Ministry of Foreign Affairs also emphasized the explicit violation of Clause 1 of the memorandum of understanding.

The US President wrote in a new tweet: “United States aircraft just struck Iranian missile and drone storage facilities and coastal radar sites due to repeated violations of the ceasefire agreement! A day may come when we can no longer act reasonably and are forced to finish the job militarily; a job we started very successfully. If this happens, the Islamic Republic of Iran will no longer exist!”
However, the violation of the memorandum of understanding is not limited solely to Clause 1. The second clause states: “The Islamic Republic of Iran and the United States of America commit to respect each other’s sovereignty and territorial integrity and to refrain from intervening in each other’s internal affairs.” The actions of the Americans over the past few days have violated the second clause in addition to the first clause.

Clause 5 of the understanding states: “By signing this memorandum of understanding, the Islamic Republic of Iran will arrange, with its maximum effort, for the safe passage of commercial vessels, without charge for only 60 days, from the Persian Gulf to the Sea of Oman and vice versa.”
The Supreme National Security Council had also stated in this regard: “In implementation of Clause 5 of the Islamabad Memorandum of Understanding, commercial vessels requesting passage through the Strait of Hormuz must send their request to the Persian Gulf Shipping Authority (PGSA.ir).” However, the attempt of violating ships to pass with US support has broken this clause as well.
Clause 11 of the memorandum of understanding states: “The United States of America commits to make the restricted or frozen funds and assets of the Islamic Republic of Iran fully available for use upon the implementation of this memorandum of understanding.
These funds, whether held in the original account or transferred, must be fully usable for payment to any end beneficiary designated by the Central Bank of the Islamic Republic of Iran.”

However, the US President has claimed that Iran’s assets have been released in the form of credit and must solely be used to purchase American goods.
At present, even if we do not consider all 14 clauses vital, it is certain that the vital clauses of the agreement have so far been completely violated by the US. Following the message of Iran’s Leader, the Supreme National Security Council emphasized in a statement: “With complete distrust in the oath-breaking and perfidious enemy, and with close monitoring of the negotiation process and the implementation of programs, if any transgression or violation occurs on the part of the American side, reciprocal action will be taken according to a predetermined plan.”
Currently, Iran has given a corresponding response to every attack or action by the US, practically insisted on its sovereign right to control traffic through the Strait of Hormuz, and dealt with violating vessels. These actions are highly significant and demonstrate Tehran’s will to confront enemy aggression.
Now it remains to be seen what decision will be made in the political dimension regarding the continuation of negotiations and the effort to implement Clause 1 of the initial understanding.
