WANA (Nov 17) – Iran’s Deputy Foreign Minister for Legal and International Affairs emphasized that “Western parties are currently not prepared for real negotiations,” adding that Iranian authorities “have managed to contain the negative effects of the illegal snapback attempt, which is why Western governments have now turned to pushing for a resolution at the IAEA Board of Governors.”

 

Speaking on the sidelines of an international conference titled “International Law Under Assault: Aggression and Self-Defense,” Kazem Gharibabadi stated that Iran has always remained committed to dialogue: “Iran has never left the negotiating table. However, negotiations have requirements. Talks are not one-sided, and some actors cannot merely speak of negotiations while seeking to impose their demands in practice. That is not negotiation.”

 

 

West Failed in Its Snapback Effort

He noted that the United States and three European countries failed in their attempt to trigger the snapback mechanism to restore UN sanctions, explaining: “They were defeated diplomatically. The majority of the international community did not support them. One hundred twenty-one members of the Non-Aligned Movement, along with China and Russia, opposed the return of sanctions.”

 

According to Gharibabadi, Western governments are now trying to compensate for this failure by pursuing an anti-Iran resolution in the IAEA Board of Governors, “even though no new development justifies such a measure and Iran continues to cooperate with the Agency within the established framework.”

 

 

What Would a Resolution Actually Solve?

He acknowledged the possibility that such a resolution may pass due to the political composition of the Board, but questioned its utility:

“What problem would such a resolution solve? Iran has maintained constructive interaction with the Agency. Issuing a resolution will only complicate the situation further. Instead of answering for attacks against Iran’s nuclear facilities, they try to exert more pressure on Iran.”

 

Iran May Review Its Approach

Gharibabadi stressed that Iran’s extensive cooperation with the IAEA has not been met with goodwill or recognition: “If Western governments show that cooperation with the Agency does not matter to them, Iran will inevitably review its approach once a resolution is issued.”

 

He concluded by clarifying: “The Cairo understanding is no longer in effect. We have no commitments under that arrangement. Any change in Iran’s approach will concern other areas, because when the other side signals that cooperation has no value, Iran must reassess its policies.”
