There Is No Agreement Yet; The Initiative Lies with Iran
WANA (May 31) – Contrary to the extensive psychological operations conducted by Western media outlets, no final agreement has been reached. The primary reason is the deep divide that exists on two levels: the text and the subtext.
At the textual level, Iran has not yet secured provisions that would clearly reflect a decisive victory in the war and a complete American defeat. Any agreement placed on the table must be drafted in a way that leaves no doubt in the mind of any reader as to who emerged as the winner and who as the loser.
At the subtextual level, Iran’s trust in the possibility of reaching a durable agreement with a government that it holds responsible for the killing of its commanders is not merely zero—it is negative.
Developments over the past ten days have only reinforced the argument that perhaps no agreement should be made with such an adversary in the first place. Today, Iran is negotiating from a position of strength, and it is Iran that will ultimately decide whether an agreement is reached or not.
Trusting the Enemy’s Narrative: A Flaw in Domestic Analysis
One of the most serious weaknesses in Iran’s domestic analytical environment is the tendency to use Donald Trump’s statements or Israeli media reports as the primary basis for assessing Iran’s actions.
Trump has already lost both the war and the negotiations. To conceal this failure, he has resorted to psychological warfare and hollow rhetoric. Basing assessments of Iran’s conduct on the statements of its adversaries is, in itself, a profound strategic error.

The Structure of Any Agreement: Trump’s Strategic Defeat on the Nuclear Issue
The overall framework of any potential agreement reflects the humiliating failure of the project aimed at dismantling Iran’s nuclear program.
Trump entered the confrontation with the goal of reducing Iran’s nuclear capabilities to what he described as “nuclear dust.” Yet under the framework currently under discussion, Iran has made no nuclear concessions and accepted no new restrictions.
This alone identifies the winner. Even if the United States were to violate its commitments the day after an agreement is signed, Iran would not have surrendered anything in the nuclear domain. At the same time, the resources and opportunities gained during even a short-lived agreement would strengthen Iran’s position for any future confrontation.

Trump’s Psychology: An Attempt to Conceal Defeat
Trump’s recent behavior should be understood primarily as an effort to cover up a loss. He has relied on three main tools:
- Rhetoric and disinformation
- Limited and unsuccessful military operations
- Pressure on Lebanon through Israel
The key point is that while these measures are intended to help Trump save face, they are in practice accelerating the drift away from any potential agreement.
The Road Ahead: From a Fragile Ceasefire to a Larger War
Three scenarios lie ahead:
- An agreement favorable to Iran
- A major war
- Neither war nor peace—a prolonged state of attrition that does not serve Iran’s interests
Under all three scenarios, American miscalculations are likely to draw Washington into an even deeper strategic quagmire.
Iran currently occupies a position of strength. Any agreement is viewed not as a peace strategy but as a tactical instrument for gaining time and resources. In this view, it is Iran—not the United States—that will ultimately determine the course and outcome of the confrontation.
