Iran’s Proposed Solution is a Referendum Among All Palestinians
WANA (Nov 11) – Iran’s First Vice President, Mohammad Reza Aref, stated: “The Islamic Republic of Iran’s proposed solution is to hold a referendum among all Palestinians, and it seems that this remains the only democratic solution for a permanent resolution of the Palestinian issue and the restoration of the Palestinian people’s right to self-determination.”
On the evening of November 11, 2024, Aref addressed the second emergency meeting of the Organization of Islamic Cooperation and the Arab League, held in Riyadh at Iran’s suggestion, to discuss ending the war and bloodshed in Lebanon and Palestine.
He expressed gratitude for Saudi Arabia’s timely organization of this important meeting amid the region’s sensitive conditions. He condemned the injustices, aggressions, and acts of genocide, emphasizing the right of the oppressed Palestinian people to self-determination.
He stated, “Indifference to oppression, aggression, and injustice leads to inaction, and such inaction, which is a moral failure, emboldens criminals. We all have an ethical duty and responsibility not to remain silent in the face of one of the worst atrocities left from the last century—namely, the bloody occupation of Palestinian lands and the ongoing displacement and genocide of an entire people.”
Aref called the atrocities of the past year in occupied Palestine and the past month in Lebanon a “shameful tragedy,” stating that this tragedy is not only a result of the cruelty and sense of superiority of an occupying apartheid entity but also stems from the “feeling of impunity” of criminals who see themselves unconditionally backed by the United States and certain Western governments.

He criticized the United Nations and other so-called human rights organizations for their lack of effective measures to stop the Palestinian genocide, which he called a clear reflection of the “indifference imposed on the international community” in the face of the killing of over 50,000 innocent people and the crimes committed by the Israeli regime in Lebanon, supported politically, financially, militarily, and through intelligence by the United States.
He emphasized that the U.S. remains the main supporter of the actions of the Zionist regime and that the world is waiting for the new U.S. administration to keep its promise of an immediate cessation of the war on innocent people in Gaza and Lebanon. He noted that the past 80 years of this regime’s imposed presence demonstrate that its leaders define their survival in terms of chaos, disorder, and war both within the occupied lands and in surrounding areas.
The Vice President added that condoning the terrorist actions of the Israeli regime undermines all international standards for peaceful coexistence, saying: “Operations that are justified under misleading terms like ‘targeted killing,’ during which leaders and elites of Palestine and other countries in the region are assassinated individually or en masse, are nothing but lawlessness and organized terrorism, turning intelligence agencies into tools for the murder of leaders and citizens.”
He criticized the United Nations and Security Council mechanisms, calling them incapable of ending the Palestinian genocide and mass killing in Lebanon due to the full and unconditional support for the occupying regime by the U.S. and several Western countries. “At such a time,” Aref noted, “our responsibilities as leaders of Islamic and Arab countries multiply.”
He stressed that the occupying regime, without shame, violates not only all principles of international law but also the fundamental principles of humanity, tearing up the UN Charter in the General Assembly, declaring the UN Secretary-General an undesirable figure, and mocking international law.

He reiterated the heavy responsibility of Islamic and Arab countries and called for decisive action and collective measures to end the crimes of the occupying regime. He identified three main objectives: stopping the crimes of the occupying regime, taking necessary steps to ensure these atrocities are not repeated, and adequately compensating the Palestinian and Lebanese people for the damages caused by these crimes.
Immediate actions should include an immediate ceasefire in Gaza and Lebanon, immediate international coordination for unrestricted humanitarian aid distribution to affected populations in Palestine and Lebanon, and planning and action for rebuilding essential infrastructure and healthcare services in Gaza and Lebanon.
Aref called for a resolute condemnation of the occupying regime’s crimes and a renewed, serious commitment to the Palestinian cause. He expressed hope that this meeting would strengthen a united stance against the regime’s aggressions through effective, coordinated steps in line with the principles and commitments outlined.
In conclusion, Aref stated, “We must remain committed to our covenant with the Palestinian people,” and reasserted Iran’s proposal for a referendum among all Palestinians—Muslim, Christian, and Jewish—based on a “one Palestinian, one vote” principle, adding: “This remains the only democratic solution for a lasting resolution of the Palestinian issue and the restoration of the Palestinian people’s right to self-determination.”
He also noted that the Islamic Republic of Iran views unity and brotherhood among Muslim nations, avoiding divisions and distrust, as a strategic foundation for countering the schemes of adversaries against Islamic societies.
