Putin Signs Comprehensive Strategic Partnership Treaty with Iran
WANA (Apr 21) – Russian President Vladimir Putin signed into law yesterday the treaty on a comprehensive strategic partnership between the Russian Federation and the Islamic Republic of Iran. This treaty, previously approved by the State Duma on April 7, 2025, and by the Federation Council on April 15, has now been officially enacted with Putin’s signature and published on Russia’s official legal information portal.
The agreement was originally signed on January 18, 2025, during Iranian President Dr. Masoud Pezeshkian’s official visit to Moscow, in a formal ceremony at the Kremlin attended by both countries’ presidents.
This treaty establishes a legal foundation for long-term, comprehensive cooperation between Tehran and Moscow and upgrades their bilateral ties to the level of a strategic partnership.

Key Provisions of the Iran-Russia Comprehensive Strategic Treaty Include:
1. Non-support for aggressors: Both parties agree that in the event of aggression against either country, the other will not assist or cooperate with the aggressor in any form.
2. Regional peace and stability: Tehran and Moscow commit to working together to promote peace and stability in key regions, including the Caspian Sea, Central Asia, the Caucasus, and the Middle East.
3. Joint investment in third countries: The treaty enables Iran and Russia to plan and implement joint economic projects in third-party countries.
4. Support for internet sovereignty: Both nations affirm their support for equal rights of all countries in the governance and management of the global internet.
5. Treaty duration: The treaty is set for an initial period of 20 years and will automatically renew in 5-year intervals unless one party opts out.
6. Areas of cooperation: The agreement covers a broad spectrum of collaboration, including defense, security, counter-terrorism, energy, transportation, finance, banking, industry, agriculture, education, culture, science, and technology.
In an interview with RT (Russia Today), Abbas Araghchi emphasized the treaty’s significance, stating: “This agreement outlines a long-term vision for Iran-Russia relations and places bilateral ties on a stronger path.”
He also noted that the Iranian Parliament will review and ratify the treaty in the coming days, predicting that it will be implemented in the weeks ahead.
Araghchi further added: “This agreement sends a clear message to other countries that Iran and Russia are committed to long-term relations, and short-term considerations cannot disrupt this path.”
