Based on the number of eligible voters, if a candidate receives 16 million plus one vote, they become president; otherwise, they must compete in the second round with the candidate who ranks second in votes.

 

In other words, a candidate becomes president in the first round if they obtain one vote more than the combined votes of other candidates and invalid ballots.”
